Your Committee on Public Works and Parks, to which was referred Communication No. 87.02
and attached Resolution No 30, reports as follows:
The purpose of Resolution No. 30 is to fulfill the requirements of section 3 of Ordinance
No. 96-51, by approving an extension of the public sewer at Paukaa, District of South Hilo, by
resolution.
Communication No. 87.02 is a letter dated January 21, 1997, from Donna Fay K Kiyosaki,
Chief Engineer, which transmits, in part, Resolution No. 30, relating to Phase II of the Paukaa
Community Collector Sewer Extension.
Mr. Peter Boucher, Wastewater Division Chief, and Mr. Jiro Sumada, Deputy Chief Engineer,
testified in support of Resolution No. 30 and provided additional background information about
the project in Communications No. 87.04 and 87.06.
Your Committee first discussed this matter at its February 6, 1997 meeting. During this meeting
Your Committee was informed by Mr. Peter Boucher, Wastewater Division Chief, that the
purpose of the sewer extension is to satisfy a condition of a federal grant received by the County.
Communication No. 87.06 indicates that this grant, in the amount of $6,891,902, was received
by the County to construct the Papaikou Wastewater Treatment Plant. Connection of households
within the vicinity of the Treatment Plant to the Plant was one of the requirements of the grant.
He estimated that if the Paukaa extension project were to proceed immediately, that affected
residents would be required to hook-up in approximately two years.
In response to concerns raised by the Pauka' a Community Association, Your Committee was
assured by the Department of Public Works that it would work with Contractors to make sure
that affected roads are repaired after the sewer extension is completed. The Association also
raised concerns about the significant costs that would be incurred by residents who are required
to connect to the new sewer extension line.
To allow additional time to discuss these connection fees, which were estimated to range from
$3,000 to $10,000 per household, the discussion was deferred until the next meeting.

Your Committee resumed discussion on this matter at its February 18, 1997 meeting.
It learned that Residential Emergency Repair Program grants, administered by the County
Housing Agency, might be used to fund sewer hook-ups for some eligible residents.
After consideration of all of the circumstan fes, Your Committee reports that it is in accord with
the purpose and intent of Resolution No. 30 and recommends that it be adopted.
