Your Committee on Public Works and Parks, to which was referred Communication No. 175
and attached Bill No. 53, reports as follows:
The purpose of Bill No. 53 is to amend Chapter 24, Article 1Q Section 24-280, Schedule 28 to
prohibit parking along S. Iwaiwa Street in Hilo.
Communication No. 175 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
February 20, 1997, which transmits Bill No. 53 to the Council for its consideration.
In Communication No. 175, the Chief Engineer states that they received a request to prohibit
parking on both sides of S. Iwaiwa Street. The Chief Engineer further states that this roadway is
approximately nine feet wide with a one to two foot shoulder on the mauka side and adrop-off
on the makai side. Parked cars along this narrow street restrict ingress and egress from
driveways and make it difficult for emergency vehicles to pass through.
Your Committee first discussed this matter during its March 6, 1997 meeting. At this meeting
Council Member Leithead-Todd expressed concern about the impact of this proposed change
upon the residents of S. Iwaiwa Street. Your Committee deferred this matter until its next
meeting.
Your Committee resumed discussion on this matter during its March 18, 1997 meeting. At this
time Your Committee considered Communication 175.01, provided by Mr. Richard Nishimura
of the Department of Public Works, which contains a request from seven residents of S. Iwaiwa
Street that a no parking sign be installed on S. Iwaiwa Street. On their request, these residents
note that the road is too narrow to permit parking.
After consideration of all of the above, Your Committee reports that it is in accord with the
purpose and intent of Bill No. 53 and recommends that it pass first reading.
