Your Committee on Public Works and Parks, to which was referred Communication No. 176
and attached Bill No. 54, reports as follows:
The purpose of Bill No. 54 is to amend Chapter 24, Article 10, Section 24-267, Schedule 15 to
extend the existing one-way traffic pattern along Kinoole Street from Ponahawai Street to
Kukuau Street.
Communication No. 176 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
February 20, 1997, which transmits Bill No. 54 to the Council for its consideration.
In Communication No. 176, the Chief Engineer states that the Department of Public Works
Traffic Division believes that extending the one-way traffic pattern along Kinoole to Kukuau
Street will significantly improve traffic flow at the intersection of Ponahawai and Kinoole, allow
more pazking for businesses and residents along this section of Kinoole Street, and will make it
easier to cleaz the lanes fronting the Central Fire Station of traffic during emergency situations.
Your Committee first discussed this matter during its March 6, 1997 meeting. At this meeting
Richazd Nishimura of the Department of Public Works Traffic Division spoke in favor of the
proposal. Your Committee heazd from Jay Enanoria of the Police Department that the Police
Department had concerns with this proposal and received a statement, Communication
No. 176.0], from Roxanne Aburamen, Vice-President of the Hilo Downtown Improvement
Association (DIA) which likewise expressed their concerns. The DIA opposed the proposal
because it would move the mauka entrance to Downtown Hilo to Ululani Street, two blocks
further down Kinoole.
To allow time for further discussion on these concerns, this matter was deferred until Your
Committee's next meeting.
Your Committee resumed discussion on this matter during its March 18, 1997 meeting.
At the meeting Richazd Nishimura, of the Department of Public Works Traffic Division,
informed Your Committee that the Police Department would like to monitor the effect of the
present traffic pattern after the reopening of the Kilauea Bridge. Consequently, passage of this
Bill is not needed at this time.

In addition to the information received previously, Your Committee also had before it
Communication 176.02, a letter dated March 17, 1997, which was signed by Phyllis, Patrick,
and P.J. Lawrence and by Raymond and Janette Carreira, all of Honomu, who opposed the
proposed change.
After consideration of all of the above, Your Committee reports that it recommends that
Bill No. 54 be filed.
