Your Committee on Public Works and Parks, to which was referred Communication No. 182,
reports as follows:
Communication No. 182 is a letter from Sidney Fuke, Planning Consultant, dated
February 19, 1997, which transmits a sign variance request on behalf of applicant, Waimea
Country Club. The request is for the purpose of allowing a sign not to exceed 32 square feet in
an agricultural district. This would constitute a variance from the 8 square feet allowed for
ground signs in agricultural districts pursuant to Section 3-27 of the Hawaii County Code.
On December 18, 1996, the Council approved a sign variance, which would allow the applicant
to erect a 21 square foot sign bearing the logo of the Waimea Country Club Golf Course.
(See Communication No. 1444.)
The present application requests permission to add a 10.94 square foot wooden sign bearing the
name of the project, Waimea Country Club, to the already approved 21 square foot logo sign.
Area of the proposed sign will total approximately 32 square feet. The sign will be located at
the entrance to the Waimea Country Club and will face the Mamalahoa Highway.
In Communications No. 182 and No. 1444, Mr. Fuke notes that although the Waimea Country
Club Golf Course is located within the County agricultural zone, this development obtained the
required permits before golf courses were required to obtain a use permit to operate in this zone.
Consequently, this is considered to be a "grandfathered" commercial use in an agricultural zoned
area.
Your Committee considered Communication No. 182 at its March 18, 1997 meeting.
Mr. Fuke attended the meeting on behalf of the applicant. He explained that after the logo sign
was erected, visitors and the owners of the property requested that the name of the establishment
be added to the sign.

In addition to the information contained in the applicant's sign variance request and Mr. Fuke's
comments, Your Committee also considered a written statement from Mr. Wayne Onomura of
the County of Hawaii's Department of Public Works' Building Division. In his statement,
Communication No. 182.01, Mr. Onomura stated that the Building Division had no objection to
this variance request, "unless the special use permit contained specific conditions that addressed
the obtrusiveness of this wmmercial use in an agricultural area." Your Committee notes that
because this commercial use was "grandfathered" in an agricultural zoned area, there was no
special use permit involved in this case.
Council Member Curtis Tyler also was present at the meeting and participated in the discussion.
He suggested that the applicant obtain the input of the Waimea Outdoor Circle and the Waimea
Community Association on this proposed sign variance.
No testimony in opposition to the application was offered.
On the basis of the information mentioned above, Your Committee found that the enforcement
of Section 3-27 of the Hawaii County Code would work a hardship upon the applicant.
Your Committee further found, that the granting of the variance would not be contrary to the
spirit and purpose of Chapter 3, Article 1 of the Hawaii County Code and the public interest.
Your Committee recommends approval of the Waimea Country Club's request for a variance
from Section 3-27, Hawaii County Code, to allow one ground sign not to exceed 32 square feet,
at the entrance to the Waimea Country Club fronting the Mamalahoa Highway.
