Your Committee on Public Works and Parks, to which was referred Communication No. 247
and attached Bill No. 76, reports as follows:
The purpose of Bill No. 76 is to establish speed limits of 25 and 30 miles per hour along
Huina Road in Puna.
Bill No. 76 would amend chapter 24, article 1Q division I, section 24-255, schedule 3 (25 mile
per hour limit), subsection (g) Puna, by adding the following item to be appropriately numbered:
Huina Road. be ig nning at a point 0.8 mile west of Volcano Highway and
extending 1.6 miles to Luhi Road."
Bill No. 76 would also amend chapter 24, article l0, division L, section 24-256, schedule 4
(30 mile per hour limit), subsection (g) Puna, by adding the following item to be appropriately
numbered.
Dina Road. Volcano Hied why to apoint 0.8 mile west."
Communication No. 247 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
April 8, 1997, which transmits Bill No. 76 to the Council for its consideration. The
Communication notes that the Department of Public Works received a request to install speed
limit signs along Huina Road. It also states that after conducting a speed study, the Department
found 30 mph to be an appropriate speed limit for the first 0.8 mile of this road and 25 mph to
be appropriate for the remainder of Huina Road to Luhi Road.
No testimony in opposition to this bill was offered.
Your Committee is in accord with the purpose and intent of Bill No. 76 and recommends that it
pass first reading.
