Your Committee on Public Works and Parks, to which was referred Communication No. 290,
reports as follows:
Communication No. 290 is a letter from Jim D. Wilson, dated April 29, 1997, which transmits a
sign variance request on behalf of the Hawaii Tribune-Herald. Tlie request is for the purpose of
allowing a ground sign not to exceed 46.25 square feet in an area zoned Downtown Hilo
Commercial District. This would constitute a variance from the 32 square feet allowed for
ground signs in commercial districts in section 3-29 of the Hawaii County Code.
The sign will be a 46.25 square foot ground sign upon which the words "Hawaii Tribune-
Herald" wilt be recessed. The sign will be located on the grounds of the Hawaii Tribune-Herald
at 355 Kinoole Street.
In Communication No. 290, Mr. Wilson notes that decreasing the size of the sign would reduce
the size of the lettering and make the sign difficult to read from vehicles on Kinoole Street.
Your Committee considered Communication No. 290 at its May 19, 1997 meeting. At this time,
Your Committee, noting that the Hawaii Tribune Herald is located within the Hawaii
Redevelopment Agency (HRA) plan azea, deferred action on this request until it receive8
comments from the HRA on this application. (See Communication No. 290.01, requesting the
HRA's review and recommendations regarding this matter.)
Your Committee resumed its discussion on this matter at its July 1, 1997 meeting. The
Committee considered a letter from the HRA, informing the Council that at its May 27, 1997
meeting, the LIRA unanimously recommended approval of this application. (See
Communication No. 290.02.) Your Committee also considered a written statement from
Mr. Wayne Onomura of the County of Hawaii's Department of Public Works' Building
Division. In his statement, Communication No. 290.03, Mr_ Onomura informed the Council that
the subject sign has a total projected area of 46.25 square feet and that the Building Division had
no objection to this variance request.

No testimony in opposition to the application was offered.
After consideration of all of the above, Your Committee found that the enforcement of
Section 3-29 of the Hawaii County Code would work a hardship upon the applicant.
Your Committee further found, that the granting of the variance would not be contrazy to the
spirit and purpose of Chapter 3, Article 1 of the Hawaii County Code and the public interest.
Your Committee recommends approval of the Hawaii Tribune-Herald's request for a variance
from Section 3-29, Hawaii County Code, to allow one ground sign not to exceed 46.25 square
feet, fronting its building on Kinoole Street.
