Your Committee on Public Works and Parks, to which was referred Communication No. 367
and attached Resolution No. 114, reports as follows:
The purpose of Resolution No. 114 is to express the Council's support of the cultural rights
and practices of subsistence hunters who hunt the Feral pig. Towards accomplishment of this
objective, Resolution No. 1 14 urges the State Department of Land and Natural Resources
(DLNR) to work with hunters and other interested parties in the development of a game
management plan. This Resolution further requests that the State Legislature enact legislation
and that the DLNR implement rules that respect and preserve the cultural traditions of
subsistence hunters.
Your Committee heard from many members of the hunting community who spoke in support
of this Resolution.
Your Committee agreed to amend this Resolution by substituting a Draft 2 submitted by
Committee Chair Yagong. (See Communication No. 367.01.) This Draft 2 would amend the
Resolution by amending the. ninth paragraph to read,
"Whereas, it is important and in the interest of the public to preserve this way of
life, to conserve resources, to ensure that cultural rights, practices and customs
are preserved for those hunters in our community who hunt for subsistence and
other purposes and to maintain present hunting areas for future generations."
In response to suggestions from members of Your Committee, Committee Chair Yagong stated
that he would work with staff to correct punctuation errors, to add State House Representative
Paul Whalen and the members of Hawaii's Congressional delegation to the list of persons who
will be sent copies of this resolution and to possibly suggest language to afford protection to
the pig for future use in appropriate areas. These changes would be forwarded in a proposed
Draft 3 of the resolution.
Your Committee is in accord with the purpose and intent of Resolution No. 114, Draft 2 and
recommends its adoption.
