Your Committee on Public Works and Parks, to which was referred Communication No. 320
and attached Bill No. 89, reports as follows:
The purpose of Bill No. 89 is to amend Chapter 24, article L0, to establish a no-parking zone
along Old Volcano Road in Keaau Village. In addition, Bill No. 89 makes "housekeeping"
amendments by deleting two freight loading sections, sections 24-288 (3) and (4), which can no
longer be located.
Bill No. 89 would amend Chapter 24, article 10, division 5, section 24-280, schedule 28
(No parking at anytime), subsection (g) Puna, by adding the following item:
Old Volcano Road, in Keaau Village, both sides, beginning at a point eighty-two
feet northeast of Pili Mua Street and extending nine hundred sixty feet in the
northeasterly direction."
Bill No. 89 would also amend Chapter 24, article ] 0, division 5, section 24-283, schedule 31
(One hour parking areas), subsection (g) Puna, by deleting the following item:
Old Mamalahoa Highway in Keaau, both sides, between the Police Station Road
and Milo Street."
In addition, Bill No. 89 would amend Chapter 24, article 10, division 6, section 24-288, schedule
36 (Freight loading zones), subsection (g) Puna, by deleting the following items:
"(2) Mamalahoa Highway, makai side, Volcano side of the Olaa to Kapoho Road,
twenty feet.
(3) Olaa to Kapoho Road, Volcano side, makai of Mamalahoa Highway, twenty feet.
(4) Old Volcano Highway, beginning at a point one hundred forty-eight feet north of
Highway 130 and extending twenty-four feet in the northerly direction."
Communication No. 320 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
May 19, 1997, which transmits Bill No. 89 to the Council for its consideration.

Past Council Action on Bill No. 89
Your Committee first considered this matter at its June 3, 1997 meeting. At this meeting, Your
Committee also had before it, Communication No. 320.01, a letter from Police Chief Wayne
Carvalho expressing the Police Department's support of the bill. Your Committee
recommended that this measure pass first reading. (See PW&PC Report No. 40.)
The Council discussed this matter at its June l8, 1997 when it referred this matter back to the
Public Works and Parks Committee for further discussion.
Present Council Action
The Public Works and Parks Committee again discussed this issue during its July 22, 1997
meeting. Your Committee received testimony on this matter from Sandy Bonk, Director of the
Keaau Historical Society (see Communication No. 320.04), Ron Reilly of the Mayor's Advisory
Committee on Bicycle and Pedestrian Safety, and from Joseph Samuel.
In addition, Your Committee also had before it, Communications No. 320.02 and No. 320.03,
which are letters to Robert Saunders expressing the Keaau Fire Station's and Keaau Filipino
Food Store's support of this proposal.
Committee Member Arakaki reported that subsequent to the Council referring this bill back to
Committee, he invited the public to a meeting to discuss this proposal. He noted that only four
persons attended from the community and that no opposition to this bill was expressed.
Consequently, he noted that he will support this measure at this time. However, expressing
continuing concerns about the loss of Keaau Village, Committee Member Arakaki informed the
Committee that he would be meeting with senior citizens from the area to discuss this matter
further at the end of July.
Although some of the members of Your Committee noted that they believed that adequate
alternate parking exists, concerns were expressed about the lack of a crosswalk in the area.
Richard Nishimura of the Department of Public Works stated that he believed that a crosswalk
might be able to be installed at the Pili Mua intersection.
After consideration of all of the circumstances, Your Committee reports that it is in accord with
the purpose and intent of Bill No. 89 and recommends that it pass first reading.
