SUBJECT: PY 2008 Planning Instructions and Allocations
PURPOSE
The purpose of this bulletin is to transmit planning instructions and allocations for the Program
Year 2008 (July 1, 2008 to June 30, 2009) Senior Community Service Employment Program
(SCSEP) aka Older Americans Senior. Community Service Employment Program (OACSEP).
Initially, we were. informed that the enactment of the law changed the name of the program from
the Senior Community Service. Employment Program (SCSEP) to the Older American
Community Service Employment Program (OACSEP). Since that time, we were informed that
no official name change has resulted from the passage of the law. As such, although we initially
changed all references from SCSEP to OACSEP in our Request for Proposals and contracting,
both SCSEP and OACSEP will be acceptable acronyms for the program, Program operators may
use either the Senior Community Service Employment Program (SCSEP) or the Older American
Community Service Employment Program (OACSEP) to.identify their project.
BACKGROUND
The 2006 Older Americans Act Amendments (OAA) became Public Law 109-365 on
October 17, 2006, The law became effective on July 1, 2007, and all subprojects must.be in
compliance with the requirements of the new legislation.
The federal minimum wage will be increasing to $6.55 per hour effective July 24, 2008. Due to
this increase, the federal appropriations for this program were increased. The'U.S. Department of
Labor also faced a budget restriction of approximately 1.74% on all of the Employment and
Training Administration programs, The restriction resulted in the lost of SCSEP positions
throughout the nation. For Hawaii, five positions were lost. Since Hawaii's minimum wage
already exceeds the federal minimum wage, no change in the participant's wage rate is
anticipated.

Section 507(b) of the OAA Amendments requires the State to allocate SCSEP funds for projects
within the State in an equitable manner. To assist in this process, the U.S. Department of Labor
does a special census run to determine the proportion of eligible individuals who reside in each
county who are 55 years of age and older and who are at or below 125% of the federal poverty
level established by the Department of Health and Human Services. The equitable distribution
report utilizing 2000 census data was released in September 2003 and was utilized effective
Program Year 2004. Program Year 2008 will follow the same distribution formula.
Section 502(b)(1)(0) of the Older Americans Act Amendments of 2006 requires SCSEP
operators to "provide appropriate services for participants, or refer the participants to appropriate
services, through the one-stop delivery system of the local workforce investment areas involved
(as established under Section 134(e) of the Workforce Investment Act of 1998)," and to "be
involved in the planning and operations of such system pursuant to a Memorandum of
Understanding (MOiJ) with the local Workforce Investment Board in accordance with
Section 121(c) of such Act" At a minimum, the MOU should describe 1) the services to be
provided, 2) bow the cost of such services and the operating cost of the one-stop delivery system
will be funded, 3) the method of referral of individuals between programs, and 4) the duration of
the MOU and procedures for amending the MOU during this period.
Section 502(b)(1)(H) requires SCSEP operators to "coordinate activities with training' and other
services provided under title I of the Workforce Investment Act of 1998, including utilizing the
one-stop delivery system of the local workforce investment areas involved to recruit eligible
individuals to ensure the maximum number of eligible individuals will have the opportunity to
participate in the project."
As established in Section 513(b)(1) of the OAA Amendments of 2006, the new core indicators of
performance for SCSEP shall be as follows:
1) Hours (in aggregate) of community service employment;
2) Entry into unsubsidized employment;
3) Retention in unsubsidized employment for 6 months;
4) Earnings; and
5) The number of eligible individuals served, including the number of participating
individuals.
Section 513(b)(2) established the following as additional indicators of performance:
1) Retention in unsubsidized employment for one year;
2) Satisfaction of the participants, employers, and their host agencies with their
experiences and the services provided; and
3) Any other indicators of performance that the Secretary of labor determines to be
appropriate to evaluate services and performance.

As required in Section 513(a)(2)(C), the Secretary of Labor and the State shall reach an
agreement on the expected level of performance for each of the core indicators of performance
for each program year. The agreement shall make adjustments for: 1) High rates of
unemployment or poverty or participation in the program of block grants to States for temporary
assistance for needy families established under Part A of title IV of the Social Security Act in the
areas served by the grantee; 2) Significant downturns in the areas served by the grantee or in the
national economy; 3) Significant, numbers or proportions of participants with one or more
barriers to employment, including individuals described in Section 518(a)(3)(13)(ii) or 518(b)(2)
by a grantee relative to such numbers or proportions for grantees serving other areas of the
Nation; 4) Changes in Federal, State, or local minimum wage requirements; and 5) Limited
economies of scale for the provision of community service employment and other authorized
activities in the areas served by the grantee. In addition, the agreement shall take into account
continuous improvement of performance levels. Since the negotiation process for the PY 2008
goals has not yet taken place, the State of Hawaii Program Year 2008 SCSEP negotiated levels of
performance will be established at a later date. Please note that a modification request may be
required after the goals are established to incorporate these requirements into your agreement.
POLICY
A portion of the State's federal allotment is reserved by the State for oversight, technical
assistance, data validation and administration purposes. The remaining funds are available for
program operations and are being allocated in accordance with the equitable distribution
requirements of the SCSEP rules and regulations. Based on the equitable distribution formula,
the allocations by counties for Program Year 2008 will be as follows:

Attached is a chart reflecting the federal funds to be awarded by subgrantee and allocated slot
level. The chart also reflects the suggested (not required) non-federal match, the minimum
participant wages and fringe benefits (PWFB) expenditures, and maximum administrative cost,
PROCEDURES
Subproject operators should prepare a proposal and budget for their Program Year 2008
operation of the Senior Community Service Employment Program, utilizing the attached chart.

The proposal must be in compliance with the Older American Act Amendments of 2006, the
policies issued in SCSEP Bulletin No. 03-07 (Maximum, Duration in Participation Effective
PY 2007), SCSEP Bulletin No. 04-07 (Enrollment Priorities Effective PY 2007), the. description,
of Performance Indicators as established in SCSEP Bulletin 05-07, and Training and
Employment Guidance Letter 30-06 which was attached to SCSEP Bulletin 06-07.
The SCSEP Program Planning Summary should also be included as part of your proposal. In
addition, please ensure that a Contingency Plan for Participants is attached to each narrative. The
plan should describe how on-board enrollees will be transferred to the new subproject operator if
a subproject operator loses all or some of its positions. Such losses may occur if there are
position reductions resulting from new Census data, new procurement activity, reductions in
funding, or future sanctions, if imposed. The plan should include the following:
1) . How and.when the enrollees will be notified;
2) Records, if appropriate, that will be turned over to the new subproject operator;
3) Efforts to place program participants into other employment and training
opportunities;
4) Services that will be provided to ease the transition; and
5) How final payroll payments will be made.
