Your Committee on Finance, to which was referred Bill No. 209, reports as follows:
Bill No. 209, transmitted by Pete Hoffmann, Chairman of the Hawaii County Council, via
Communication No. 870, dated December 7, 2007, amends Chapter 19, Article 15, of the
Hawaii County Code 1983 (2005 Edition, as amended), relating to the imposition of
administrative fines for violations of the County Code of Ethics.
The purpose of this measure is to add a provision giving the Board of Ethics authority to impose
administrative fines up to $500 for violations of the County Ethics Code.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 209, and
recommends it pass first reading.
