No. 1292/Res. 683-08 PLACE: Council Chambers Ben Franklin Bldg, 2"d Floor Hilo, Hawaii 96720 TIME: 10:00 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 1292, regarding Resolution 683-08, reports as follows: Resolution 683-08, transmitted by Council Chair Pete Hoffmann, via Communication No. 1292, dated June 18, 2008 directing the Clerk of the County of Hawaii to take the necessary action to place the Charter Amendment proposed by Ordinance No. 08-80 on the 2008 General Election Ballot (relating to Initiative and Referendum). There was no testimony from the public on this proposed resolution. Council Chair Pete Hoffmann commented that it is important his colleagues are given the opportunity to review proposed ballot language on the charter amendments which the council recently adopted. Council Member Donald Ikeda brought to your committee's attention that should this charter amendment on the ballot not be approved by the voters, a provision should be written informing voters that the original language of the article will remain unchanged. County Clerk Casey Jarman noted Council Member Ikeda's concern and will research further on how such provision would work. Committee Chair Brenda Ford asked County Clerk Jarman if the Council will have an opportunity to comment on the change. Council Member Dominic Yagong also asked for further clarification from County Clerk Jarman on the content of the proposed change to address Council Member Ikeda's concern and where the explanation will be placed to properly informing the voters. Ms. Jarman assured Council Members that any change considered will be clear and inserted in the explanation section to help prevent confusion.
