Arakaki Chair, Council for the County of Hawaii 25 Aupuni Street Hilo, Hawaii 96720 RE: House Bill Introduction 1999 Legislative Session Dear Councilmember Arakaki: As we approach the remainder of 1998 and the beginning of 1999, 1 am informed by the House staff that agencies such as yours are preparing, or will begin preparing in the very near future, legislative packages for submission to the Hawaii State House of Representatives once the 1999 Session begins. To assist in the orderly flow of measures, especially bills, House leadership, as in years past, felt that it would be beneficial for our operations as well as yours to communicate with you some guidelines that should assist our respective staffs in this process. First, if the bills and substantive resolutions you plan to introduce are being prepared on an electronic data system, please submit "clean", double-spaced documents, without any margin line numbers or handwritten notations, which conform to the Ramseyer bill drafting format. Please note that copies of the Hawaii Legislative Drafting Manual can be obtained free of charge from the LRB Library (587-0690). In addition, please be advised that measures prepared in the following formats can be converted to the House's computer system: • Word 97 (preferred); • WordPerfect 5.x or 6.x; • MS Word for Windows 2.0 or 6.0; • RTF or; • ASCII Ouxx& N*. 1006 ca r~lH No. L E C-r/_ _ lie r. OCT 1 9 1998 House Bill Introductii 1999 Legislative Session October 15, 1998 Page two If your measures are prepared on one of these systems, please submit a PC formatted 3'4 -inch diskette containing the bill or resolution documents. Also, label the diskette to indicate the documents' format. Second, if you do not have access to an electronic data system, the bills and substantive resolutions you plan to introduce should be "clean," double- spaced originals, without any margin line numbers or handwritten notations, which conform to the Ramsel er drafting format Third, please note on the bottom right-hand comer of your documents a code or acronym commonly associated with your agency for purposes of internal identification only to ensure, to the extent possible that your measures will be filed and subsequently numbered as a package in sequence. The sequential numbering should assist in subsequent bill tracking efforts on your part. Fourth, please be advised that while a legislative timetable has yet to be agreed upon by the House and the Senate, an early bill introduction deadline may be considered. In this regard to ensure the timely receipt and processing of your legislative packages by the Speaker or any other House members, please plan to submit your measures to legislators for introduction within a week BEFORE the opening of the 1999 Legislature. And fifth, please submit one original and one xerox copy of all bills and substantive resolutions in your package with the labeled PC formatted 31/2-inch diskette, if being transmitted. A cover memo identifying your agency and listing of all the measures would be of assistance. For further iniormation or assistance, please contact Gail Iseri of the Chief Clerk's Office (586-6065).
