Re: Operating Budget
The State of Hawaii Department of Defense's Counterdrug Support Program is awarding
$25,500 to the Department of Liquor Control for its Underage Drinking Prevention Initiatives.
The funds will be used to expand the department's student-athlete mentoring program to include
education to parents relating to liquor laws and the effects and consequences of underage
drinking; to educate merchants on identifying false identification and laws and consequences of
sales to minors; to conduct compliance checks on sales to minors; and to develop alcohol
education media for use on college campuses.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of
Hawaii Department of Defense.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
$25,500 to the Underage Drinking Prevention Initiatives account.
Since the grant period ends on October 30, 2008, the Department of Liquor Control is
requesting a waiver from the Finance Committee and to have the resolution and bill heard at the
next Council meeting scheduled for August 13, 2008.

A. REQUEST:
To prepare a resolution to accept $25,500 from the Department of Defense Counterdrug Support Program to
be used to enhance underage drinking initiatives.
Also, please prepare a bill for an ordinance to appropriate funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Liquor Control conducts education, enforcement and prevention activities related to
underage drinking. The TANF grant will be used to expand our student-athlete mentoring program to include
education to parents relating to liquor laws and the effects and consequences of underage drinking; to
educate merchants on identifying false identification and laws and consequences of sales to minors;
conducting compliance checks on sales to minors; develop alcohol education media for use on college
campuses.
Since the grant period ends on Oct 30, 2008, we request to waive Finance Committee and have this matter
heard at the Council meeting scheduled on Aug 13tH

RE: Resolution No. 720-08 : Authorizing the Office of the Mayor to Enter into an Agreement
with the State of Hawaii Department of Defense, State Civil Defense, Pursuant to HRS 46-7,
for the Underage Drinking Prevention Initiatives Grant.
Bill No. 343 : An Ordinance to Amend Ordinance No. 08-78, As Amended, The
Operating Budget For the County of Hawaii for the Fiscal Year Ending June 30, 2009.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii,
this written request is submitted with my approval that the above-referenced matter be waived from the
Committee on Finance to the full Council for immediate action. In reviewing this matter, timely
approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the
next Council agenda for review. However, in the event this request is denied, for whatever reason, I
understand the matter shall be referred to the Committee on Finance for placement on its future
agenda.
