SUBJECT: COUNCIL'S 1999 STATE LEGISLATIVE PROGRAM
This is to inform you that we should formulate the Councirs 1999 State
Legislative Program. Again, I am proposing to cooperatively coordinate our
efforts in proposing position statements to key policies that may be important to
this Council. I suggest that you submit issues that are of interest to you and your
community in a comprehensive format. The Councirs 1998 State Legislative
Program is attached for your review.
We look forward to having a productive session on December 23, 1998 which will
be our last Council meeting for 1998. 1 have also attached a copy of my target
priorities to be included in the 1999 upcoming session.

1998 LEGISLATIVE PROGRAM
TARGET PRIORITIES
? Retain the Transient Accommodation Tax at the
last minimum funding level for each County
? Eliminate General Excise Taxes on County
purchases
? Retain funding levels for purchases of services
for non-profit agencies
? Support funding for all State mandates imposed
on the Counties
? Support legislation that would resolve the
confusion created by the Supreme Court's
decision in Konno v. County of Hawaii by
establishing the types of programs or projects
and a procedure by which those programs or
projects may be privatized by State and County
government. Such programs or projects would
include services by grants, subsidies, and
purchase of services pursuant to Chapter 42D,
HRS, and incidental to purchases of goods in
the construction of facilities awarded under
Chapter 103 and 103D, HRS.
? The Council further supports Mayor
Stephen K. Yamashiro's proposal for Capital
Improvement Projects and the University of
Hawaii at Hilo's Legislative Package
initiatives.

Several Council Members have chosen not to place projects on this
list, but will seek funding of district projects through their
own individual lobbying efforts.

Counties
? Eliminate General Excise Taxes on County purchases
? Support funding for all State mandates imposed on the Counties
? Transfer to the Counties that portion of public service company tax revenues
paid to the State in lieu of real property taxes
? Fund or accommodate pre-trial detainees
Retain funding levels for purchases of services for non-profit agencies
