Your Committee on Public Works and Parks, to which was referred Communication No. 235
and attached Bill No. 70, reports as follows:
The purpose of Bill No. 70 is to establish a passenger loading zone on Lehua Street fronting the
Paradise Preschool in Hilo. Parking in front of the Preschool is presently prohibited from
7:00 a.m. till 5:00 p.m. daily, except for weekends and holidays.
Bill No. 70 would amend Chapter 24, article 1Q division 5, section 24-281, schedule 29,
(Parking prohibited during certain hours on certain streets; tow away zone), by deleting the
following item:
"(17) Lehua Street, Puna side, beginning at a point four hundred sixty-five feet makai
of Wainaku Street and extending forty feet toward Puueo Street from 7:00 a.m. to
5:00 p.m. except Saturdays, Sundays, and holidays."
Bill No. 70 would also amend Chapter 24, article 10, division 6, section 24-287, schedule 35,
(Passenger loading zones), by adding the following item:
Lehua Street, Puna side, beginning at a point four hundred sixty-five feet makai
of Wainaku Street and extending forty feet toward Puueo Street from 7:00 a.m. to
5:30 p.m. except Saturdays, Sundays, and holidays."
Communication No. 235 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated
April 1, 1997 that transmits Bill No. 70 to the Council for its consideration. The
Communication indicates that the Department of Public Works received a request to convert the
area fronting the Paradise Preschool along Lehua Street to a passenger loading zone.
Your Committee wnsidered Bill No. 70 at its April 7 5, 1997 meeting. At the meeting
Your Committee also considered a letter from Laura Lea Ferreira, owner of the Paradise
Preschool, that expresses support for Bill No. 70. (Communication No. 235.0])

No testimony opposing this Bill was offered.
Your Committee is in accord with the purpose and intent of Bill No. 70 end recommends that it
pass first reading.
