Your Committee on Public Works and Parks, to which was referred Communication No. 438
and attached Bill No. 123, reports as follows:
The purpose of Bill No. 123 is to amend the composition of the Veterans Advisory Committee
by deleting the Fleet Reserve Association and adding Hawaii Island Veterans Memorial, Inc.
Bill No. ] 23 would amend chapter 15, article 7, section 15-62(b), Hawaii County Code 1983,
relating to the Veterans Advisory Committee, to read as follows:
"(b) The membership of the committee shall include one representative each from the
American Legion, Big Island National Guard Retirees Association, Big Island Retired
Military Association, Club 100, Disabled American Veterans, [Fleet Reserve
Association], Hawaii Island Veterans Memorial. Inc. 442nd Veterans Association, Hilo
Interpreters Club[, Special Forces Association], Hawaii Island Women Veterans
Association, Veterans of Foreign Wars, and the Veterans of the Vietnam War."
Communication No. 438 is a letter from Mayor Stephen K. Yamashiro, dated
August 7, 1997, which transmits Bill No. 123 to the County Council for its consideration.
Your Committee amended Bill No. 123 by substituting Bill No. 123, Draft 2. Draft 2 made
minor technical amendments to the bill to comply with the County of Hawaii's Legislative
Drafting Guide and to delete the reference to the "Special Forces Association" as this group had
previously been deleted by Ordinance 96-124.
No testimony in opposition to this bill was offered.
Your Committee is in accord with the purpose and intent of Bill No. 123, Draft 2 and
recommends that it pass first reading.
