Your Committee on Public Works and Parks, to which was referred Communication No. 899,
and attached Bill No. 267, reports as follows:
The purpose of Bill No. 267 is to amend Chapter 24, Article 10, Division 1, Section 24-260 and
24-263 of the Hawaii County Code 1983 (1995 Edition), to reduce the speed limit on a segment
of Waikoloa Road trom 55 miles per hour to 45 miles per hour.
Communication No. 899 is from Chief Engineer Donna Fay K. Kiyosaki, Department of Public
Works, dated June 19, 1998 stating that the Engineering Division has informed her that a section
of Waikoloa Road within Federal Aid Project No. STP-0191 (002) has a design speed of 50 mile
per hour. Ms. Kiyosaki explains that to comply with the federal design speed, an amendment to
reduce the speed limit for this section of Waikoloa Road from 55 miles per hour to 45 miles per
hour is being submitted.
Your Committee is in accord with the purpose and intent of Bill No. 267, and recommends it
pass first reading.
