Your Committee on Public Works and Parks, to which was referred Communication No. 890, and
attached Bill No. 264, reports as follows:
The purpose of Bill No. 264 is to amend Chapter 24, Article 10, Division 2, Section 24-267,
Schedule 15 (One way streets), Subsection (c) South Hilo, item (6); Section 24-280, Schedule 28
(No parking at anytime) Subsection (c) South Hilo; and Chapter 24, Article 10, Division 5,
Section 24-281, Schedule 29 (Parking prohibited during certain hours on certain streets; tow away
zones) Subsection (c) South }{ilo, of the Hawaii County Code 1983 (1995 Edition).
Communication No. 890 is a letter dated June 15, 1998, from Chief Engineer Donna Fay K.
Kiyosaki informing that Kapiolani Street between Waianuenue Avenue and Ponahawai Street was
established as a one-way street on Sundays (5:00 a.m. to I:00 p.m.) to provide parking for St.
Joseph's Church and Glad Tidings Church members. Although St. Joseph's Church expanded their
parking lot and Hilo Union School made available their parking lot to the church members,
Kapiolani Street between Waianuenue Avenue and Haili Street is still heavily used, however, that
section between Haili Street and Ponahawai Street is minimally used.. Therefore, this amendment
would terminate the one-way traffic at Haili Street on Sundays.
Ms. Kiyosaki further informs that Mr. Richard Fisher, of St..toseph's Church and Pastor Henry
Kahalahili of Glad Tidings Church on Kapiolani Street have no objections to this amendment.
Your Committee is in accord with the purpose and intent of Bill No. 264, and recommends it pass
first reading.
