Dear Sir:
This letter is being prepared in response to your request for support for the Marijuana
Eradication Program that is coming before the County Council's Finance Committee.
I ant in support of this program. I work at the Ka'u Hospital and occasionally see
patients suffering from the effects of illegal drug use. Children should be kept away from
drugs. The Marijuana Eradication Program should reduce the available amount of
marijuana on the streets and in homes. I have seen voung people smoking the illegal
drug on the streets and even in front of me. This really bothers me!
Use of marijuana can lead to stealing things to sell for drug money. The kids that are
smoking it, do not realize that they are harming themseh es. Some pregnant mothers who
use marijuana are hurting their babies. Babies of such persons are at risk for birth defects
and other problems. These babies may require large amounts of money for health care
assistance and be a burden on our welfare system.
Please continue to provide monies for the Mariiuana Eradication Program. I believe that
it will significantly reduce the amount of available marijuana.

Dear Members;
As a member of the Ocean view community, I have seen the influx of marijuana growers
to the area. It is not something I am willing to go along with and strongly support the
eradication of plants. However, I do not support the method in which this is happening in
Ocean View. I DO NOT support the use of spraying methods or helicopter use.
Over the past 10 years, there has been a regular "green harvest", but there never seems to
be an END to this.
But don't stop trying to make sonic headway.

Dear county council members,
My neighborhood was choked with pot growers and other
drug dealers years ago when my family moved here to Mark
Twain Estates in Rau. Thanks to the green harvest flights,
the diligence of the Kau police and some active opposition
to the drug dealers by local citizenry, our neighborhood is
now livable. There are now far fewer assaults, threats,
blocked roads and the paranoid behaviors that characterized
our neighborhood and most places where drug activity is
unchecked. We even have less mosquitoes (fewer uncovered
barrels of irrigation water hidden in the woods).
Recreational drug use is a sickness that needs to be
treated and prevented. This :rust continue to be done more
through school programs, supportive home environments,
statements by public officials and law enforcement agencies.
Anti-drug lags are mandated by federal policy and it makes
sense that the feds shosid share the cost of eradicating
illegal drugs.
As most drug abusers admit, marijuana use leads to
consumption of other dangerous dregs. By hitting hard at
marijuana we can nip problems with harder drugs in the bud.
?lease vote to continue to accept federal funds to aid in
the fight against marijuana.

SLBJECT: 1RADICATION OF NLARIJUANA
1 support marijuana iradication, however. with the following stipulations:
Focus should be on drug prevention, educadon, especially in the schools,for both
students and faculty.
" Provide some of this funding for outreach programs for teens.
* More funds are needed at the airports, to intercept the drug "path".
?More funds should be spent with other dangerous drugs also, especially
ice, heroin and the different types of cocaulc. The teens are alrcady using these
drugs.
* Should avoid aerial spraying of marijuana in areas where people are dependent on
water catchment and also avoid aerial spraying in or near the forrest reserve areas.
Other methods should be used to these areas. i.e. plants should be pulled and
burned
Thank you for your sincere concern We are all well aware of the many problems
associated with drugs. I believe we need to emphasize prevention and focus on our teens,
they are our future.

Dear Members,
I am submitting this letter in regards to the hearings on the Marijuana Eradication
Program.
As a concerned and objective parent, as a tax paring resident, and as a service provider in
the community, I do heartily support a Marijuana Eradication Program, with a solid
educational and preventative component.
In addition, funding could enhance existing substance abuse centers, to be able to provide
a full range of services from supportive residential treatment to vocational rehabilitation.

Dear Council,
I am writing in support of the eradication of marijuana. However, I want any and more
monies -Federal and otherwise appropriated towards staZiug and maintaiaitag i11-jail, in-
prison, and community clinic programs that pro%,ide direct prisoner and client therapy.
SON of prisoners are drug offenders or drug abusers. Yet, we have ns or minimal
services for our prisoners or communities. These people leave prison and repeat their
drug use. They have not leamed new coping skills or insight behind their marijuana and
other drug abuse.
Yes, we need to target the drug growers and makers. Yes, we need also to target the
large population of buyers and abusers. Decrease the demand and you also decrease the
need for supply.
There are major additional benefits to targeting the users. Therapy provides tools that arc
applied to all ethical and moral aspects of life. This improves the quality of life for all.
I also believe in targeting the youth. Prevention is really the best medicine. However -
be sure your programs are effective. What are your outcomes? What research supports
your methodology?

This is regarding the Federal Funding fc the :,iriluana Iradication.
iie as concern citizens of the State of Hawaii and residents of the Big Island,
are very concern that the funding of the Iracication of Marijuana Continues.
We have worked in the Hawaii Volcanoes National Park and are familiar with the
harm that these growers cam do the Innocent that may have accidentally stumbled
into their patches.
tJe live in a very rural area and have Incidents of fights that occurred because
of someone who may have ripped off another gro'.+,er.
we have friends that hunt and need to collect plants as part of their living and
have gotten threaten by growers of mari-uana.
I have children that I would like them to grow up not worrying about being
intimidated by people involved with the sale and growing of marijuana.
Please continue the Federal Funding of the Iradication of Marijuana.

This is to let you know that 1 support Operation Green Harvest. I
think they do a wonderful job explaining to students how bad drugs
are for a person.
I also am glad that they keep vut the Drug people from planting on
properties that are not theirs. Since I live in a rural area it is
scary to know that 1 could accidently come upon a drug patch and become
injured.

supaort the marijuana eradication because, of the violent crimes
that have been associated with mrijuana cultivation and drug abuse. Onyv
too often the youths of Hawaii have been short changed due to their
inability to refuse to consume. For the rest of their lives they may not
have their full ability to react . Whereas if they did not involve themselves
they may be star athletes or futare scientist or even Mayor or Governor
one day.

To Hawaii Legislators, Lawmakers, and Peace ONcers,
1 am in support of resolution No. 328-98, Communication No. 990 to accept federal grant
money for marijuana enforcement efforts.
I believe in a two pronged effort to deal with the problems of marijuana in our state.
1) Search and destroy marijuana fields, collect evidence for prosecution, but do
ldaspray plants as this can be environmentally unsound and destroys evidence
allotiving the grower to find land elsewhere.
2) I believe drug use and marijuana use is similar to trends seen in the tobacco
industry where children are targeted by suppliers to build up future clientele
for drugs. We need funds for drug education and alternatives for school
children.
I see a trend toward increased violence here as regards to situations involving drugs.
Especially hard hit are the people out of jobs due to closures of sugar plantations.
Finally. for our state to sunive and prosper as a tourist destination, we need to assure
safety for our tourists who wish to hike, bike, and swim without concern for fields of
marijuana set with booby traps.
