It is my understanding that you are currently considerirg whether to continue
resolution 32898 which has been funded for the purpose of reducing the production
of Marijuana on the Sig Island. In my ccPacitp as the Section. Administrator of
the Child Welfare Program in West Rawaii which deals with child abuse and neglect,
I would like to express my support of this effort. At this time, approx;:mztely
75; to 80% of our cases entail some sort of substance abuse. Many of these
parents report ei:perimenting with Marijuana before getting hooked on hard drugs
which supports the commonly held belief that Marijuana is a gateway drug. In
short, by supporting the above mentioned resolution, you can help reduce access
to this drug which leads to severe addiction which in turn renders many parents
unfit to parent their children, the end result too often being termination of
their parental rights.
