On behalf of West Hawaii Crime Stoppers and Crime Stoppers International, I am urging that you vote to accept the Federal Grant money's. to allow the Hawaii Police Department to continue the Marijuana eradication spray program. While there are those who continue to voice their opposition claiming that this drug is non habit forming and should be legalized they are in the minority. Our country and State face a grave danger if we allow this continued growth of Marijuana in our community since it corrupts our youth and leads to increased crime by those who are "hooked" in order to obtain the funds to purchase this and other deadly drugs. We also urge increased sentences for those who grow Marijuana and trade in drugs. For your information worldwide the tips calls to the many Crime Stoppers programs are in the average of seven calls relating to drug offenses as opposed to one for other crimes. The calla to the West Hawaii Crime Stoppers number are in the ratio of six to one, thus is very close to the international average. Please vote YES and allow the HPD to continue their work to eradicate this menace- I shall be available to answer questions and testify on Tuesday, November 17, 1998. Sincerely, Alan J.Pratt., Ph. D.
