Subject: Chemical spraying from helicopters.
Gentlemen:
I have been asked to voice my feelings on the subject
activity carried out in Ka'u, the district that I live
in.
I am sending you copys of FAX's that I sent to both Rep.
Bob Herkes and Sen. Andy Levin in May and Jure of this
year concerning this subject. The "Cannabis Eradication
- - - - document referenced in my FAX to Sen. Andy Levin
was prepared for the U. S. Dept. of Justice, Drug Enforce-
ment Admin., by the U. S. Dept. of Agriculture, Animal and
Plant Health Inspection Service.
These documents express my feelings very well and I hope
that marijuana eradication can continue by following the
established procedures.

Gentlemen.
I recently received a draft copy of "Cannabis Eradication
in the Contiguous United States and Hawaii" dated April
1998, which is a supplement to the Environmental Impact
Statements.
Before I go any further, let me say that I support laws
against marijuana, but from what I have seen here near my
home in Ka'u, the procedures outlined in the book mentioned
above in the first paragraph, are not being followed.
There are over 1000 homes here in the Ocean View area,
all with open water catchment systems. It is my under-
standing that the chemicals being sprayed by the helicopters
for cannabis eradication are a spin-off from agent orange
used in Viet Nam, and we all know how that affected the
troops that were exposed to it. In addition to the potential
detrimental affect on our exposed water catchment tanks,
there has been a high increase in breast cancer and mis-
carriages over the past year or so in our area.
The eradication of cannabis (marijuana) can be accomplished
by following the procedures outlined in the SEIS. By not
following these procedures, the residents in the area, any
area, can be in serious jepardy with their health.

With reference to your letter to me dated June 3, 1998, the following
procedures outlined in the "Cannabis Eradication in the Contiguous
United States and Hawaii" book dated April 1998, and the Environmental
Impact Statement of 1986, are being violated.
1. Areas to be sprayed must be posted prior to spraying to give people
a chance to protect themselves by staying indoors, or leave? the
area entirely. This is not being done.
2. No spraying is to be done near water. There are thousands of open
water catchment tanks in Ra'u and Puna, as well as in other areas
where spraying from helicopters has been conducted. People cook
with, bathe and drink this water.
3. Must have a warrent, or a written permission to spray on private
property. No record of any such approval being granted.
4. Men shall not reppel from helicopters to the ground, ecept in very
remote areas. This has been violated numerous times.
5. Spraying will not be conducted when winds exceed 5mph. Winds are
almost always higher than this.
Andy, like I stated in my FAX to you on May 29th, I support laws
against marijuana, but they must be enforced legally and properly.
The people conducting these operations should not be held responsible,
but those directing them should be.
