Your Committee on Finance, to which was referred Bill No. 329, reports as follows:
Bill No. 329, transmitted by Director of Finance William Takaba, via Communication No. 1336,
dated July 9, 2008, amends Ordinance No. 08-78, as amended, the Operating Budget, ending
June 30, 2009. The amendments are as follows:

A motion was made by Council Member Bob Jacobson with Communication No. 1336.1, and
seconded by Council Member Brenda Ford, to amend Section 2 of Bill 329, by deleting account
number(s) 095.121.5129.42, Geothermal Finance OCE; 095.281.5282.02, Geothermal Public Works
OCE; and 095.500.5556.02, Geothermal Parks and Recreation OCE including related amounts. The
motion failed by a 4-5 vote by the eight Members in attendance.
Council Members Mr. Hoffinann and Mr. Higa requested the appearance of Planning Director
Christopher Yuen when this measure is heard at the next Council meeting scheduled for
August 13, 2008 to provide clarification of approval for the use of said funds.

For informational purposes, Mr. Hoffmann voted "kanalua times two."
For informational purposes, Mr. Jacobson voted "kanalua" then "no."
Pursuant to Section 46-7, of the Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for the project
identified in the Operating Budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 329, and recommends
it pass first reading.
