Arakaki, Chairman Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 SUBJECT: BILL 314 - CHANGE OF ZONING FROM AGRICULTURAL (A-5a) TO GENERAL COMMERCIAL (CG-20) APPLICANT: HAWAIIAN DEVELOPMENT CORPORATION (HDC) TMK: 7-5-03: PORTIONS OF 06 AND 07 Dear Chairman Arakaki: As discussed at the previous hearing on the subject bill, one of the conditions of approval for the State Land Use Commission Boundary Amendment Petition affecting the subject property (Docket No. 94-705, Condition 4) requires that the project Traffic Impact Analysis Report (TIAR) be approved by both the State Department of Transportation (DOT) and County Department of Public Works (DPW) prior to zoning approval. In response to comments received from the DOT during the review process for the subject application, HDC had revised and resubmitted the TIAR to both the DOT and the DPW for review and approval. We have also met with DOT and DPW staff to discuss the TIAR and its findings. In meeting the above reference condition, enclosed for your reference are letters from DOT and DPW providing their acceptance of and comments to the TIAR. However, please be aware that the makai-bound left turn from Henry Street to southbound Queen Kaahumanu Highway presently is and will continue to be a problem that may concern the County of Hawaii which has jurisdiction over Henry Street. Additional lell turn lanes will be needed at the Queen Kaahumanu Highway/Henry Strect intersection to accommodate the increased traffic flow. Dual left turn lanes, restripping, and revisions to the existing signalization may be required in coordination with HDOT. 2. The posted speed on Henry Street is 25 miles per hour, not 35.
