Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1268, regarding Bill 313, reports as follows:
Bill 313, transmitted by Director of Public Works, Bruce McClure, via Communication
No. 1268, dated May 21, 2008 amends Chapter 24, article 10, division 6, section 24-287,
schedule 35 (passenger loading zones), paragraph (c) (South Hilo), subparagraph (4)
(Kapi`olani Street), clause (B), of the Hawaii County Code 1983 (2005 Editions as
amended), is amended by revising existing item:
"(B) Mauka side, from a point three hundred twenty feet Puna of Waidnuenue
Avenue and extending one hundred seventeen feet in the Puna direction from 7:00
a.m. to 3:00 p.m. on school days."
The intent of this amendment is to provide pedestrian safety in this area by restricting
motorists from parking to close to the adjacent crosswalk.
There was no testimony from the public on this proposed bill.
Department of Public Works Director Bruce McClure and Traffic Division Chief Ron
Thiel appeared before your committee. Mr. Thiel commented that this proposed bill
address a conflict in the current traffic code related to the loading zone and cross walk in
this area. Mr. Thiel further stated that placement of additional signs will identify the
traffic code correction.

Your Committee on Public Works and Intergovernmental Relations is in accord with the
purpose and intent of Bill 313, and recommends it pass first reading.
