AN ORDINANCE AMENDING THE PARKS AND RECREATION FACILITY
SCHEDULE, CHAPTER 15, SECTION 15-68.1, HAWAII COUNTY CODE 1983 (2005
EDITION, AS AMENDED), RELATING TO NAMING THE HORSESHOE COURTS
LOCATED AT ONEKAHAKAHA BEACH PARK "UNCLE DAVID K. CALLES, SR.
HORSESHOE COURTS" IN HONOR OF DAVID K. CALLES, SR.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. David K. Canes, Sr., was born in Keaukaha on March 4, 1927,
where he spent his formative yeazs. Waz broke out in 1941, and all the schools were closed
leaving Mr. Calles unable to complete his education. In 1945, Mr. Calles joined the United States
Army and served overseas in Europe, his tour of duty in France, Germany, and Belgium. After
returning from War World II, he entered the American School of Education in California and
continued his education, graduating in 1955.
Mr. Calles and his family (wife Margaret and eight children) lived in Keaukaha and
Pana`ewa. He worked for Young Brothers Ltd. in Hilo for 37 yeazs and is now retired. Outside
of work, Mr. Canes gave countless hours of his time to athletics in our communities; for example,
he participated in the development of a Body Building.Baz Bell Club in Keaukaha, coached the
KCYO Men's Softball team, Women's Volleyball team, and coached youth volleyball and
basketball at Kawananakoa Hall. Mr. Calles served as USA Volleyball Commissioner for the
Hilo District. Mr. Calles participated and competed with various horseshoe pitching groups in his
immediate community and around the island.
After the passing of his beloved wife Margaret in April 2000, Mr. Calles became more
involved in his passion of pitching horseshoe. He wanted to develop and build a sanctioned
National Horseshoe Pitcher's Association (NHPA) and Hawaii State Horseshoe Pitcher's
Association Courts. He wanted to bring sanctioned NHPA games to the Hilo azea. Mr. Calles
and the Hilo Ohana Horseshoe Pitching Club were able to accomplish this goal on September 12,
2002, with the creation of 12 Horseshoe courts at Onekahakaha Beach Park. Mr. Calles, also
known as Uncle David, is at those Horseshoe Courts at Onekahakaha Beach Park seven-days-a-
week from 9:00 a.m. to 6:00 p.m. During this time, the courts are open to the public as long as
they follow the rules.
The purpose of this ordinance is to recognize and commemorate in perpetuity the many
years of selfless dedication, hazd work, community spirit, and aloha that David K. Calles, Sr.,
contributed towards promoting athletics and horseshoe pitching in our Hilo communities.
Therefore, the Horseshoe Courts at Onekahakaha Beach Park aze named in his honor,
pursuant to chapter 15, article 8, section 15-67 of the Hawaii County Code 1983 (2005 Edition,
as amended), which establishes requirements for the naming of county parks and recreation
facilities.
SECTION 2. Chapter 15, article 8, section 15-68.1, Hawaii County Code 1983 (2005
Edition, as amended), relating to the Pazks and Recreation Facilities Schedule, Parks,
Hilo/I-Iamakua, is amended to read and be appropriately numbered as follows:
"Onekahakaha Beach Pazk
~1 Uricle David K. Calles, Sr. Horseshoe Courts"
SECTION 3. New material is underscored. In printing this ordinance, the underscoring
need not be included.
SECTION 4. If any provision of this ordinance or the application thereof to any person
or circumstance, is held invalid, such invalidity shall not affect other provisions or applications
of the ordinance that can be given effect without the invalid provision or application, and to this
end, the provisions of this ordinance aze declazed to be severable.
SECTION 5. This ordinance shall take effect upon its approval.
