Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1242, regarding Bill 308, reports as follows:

Bill 308, transmitted by Director of Public Works, Bruce McClure, via Communication
No. 1242, dated May 7, 2008 amends Chapter 24, article 10, division 5, section 24-284.1, j
schedule 32.1 (8 hour parking areas), subsection (c) South Hilo, of the Hawaii County
Code 1983 (2005 edition, as amended), is amended by adding new item: Kamehameha
Avenue, from Shipman Street to Wailuku Drive. This code amendment is necessary
because the existing 8-hour parking in this area is currently not accounted for in the
Hawaii County Code. There is a plan to add nine diagonal stalls to this area due to the i
growing need for more long-term parking in Downtown Hilo.

Department of Public Works Director Bruce McClure and Traffic Division Chief Ron i
Thiel appeared before your committee. Mr. Thiel stated that three meetings with the Hilo
Downtown Improvement district were held without opposition, and actually received a few
comments that the traffic improvements were too slow coming. Mr. McClure also added
` that the strict enforcement of the Downtown Hilo 2-hour parking limit compelled the
addition of the 8-hour parking limit stalls.

Council member Donald Ikeda commented as to whether the businesses have been
consulted, as it is part of his district. He is also particularly concerned with motorists
unfamiliar with this area and recommends placement of signs indentifying change should
the traffic code amendment pass.

s Council member Stacy Higa addressed his concern for downtown Hilo businesses losing 2-
hour parking stalls or loading zone areas due to the addition of this 8-hour parking area.
Mr. Thiel reaffirmed that there is no plan to interfere with the businesses as related to this
traffic code amendment.
