SUBJECT: Communication 1007 Request for Sidewalk Use Permit
47 Hawaiian Buy & Sell Publication Dispensers
We have reviewed the subject request and have the following comments:
• Section 22-20 authorizes sidewalk use permits only within the City of Hilo. All Kona permit
requests should be omitted or denied.
• The following sites do not have sidewalks and should also be omitted or denied.
1. Waianuenue St. by the Hilo Hospital (Map 6)
2. Makaala St. by the Hopaco Office Outlet (Map 7)
3. Moono St. by the Manono Mini Mart (Map 8)
4. Kinoole St. by Sure Save Super Market (Map 26)
• The following sites are under the jurisdiction of the State of Hawaii, Department of Transportation,
Highways Division. The County has no authority over the State Highway System.
1. Kamehameha Ave. by J&J Hardware (Map 11)
2. Kamehameha Ave. by the Wiki Wiki Mart (Map 12)
• The Department of Hawaiian Home Lands (DHHL) owns the following streets. An appropriate
approval from DHHL authorizing the placement of the dispensers should be submitted.
1. Puainako Street by Liberty House (Map 5) Lbs. No. /007 0/
2. Makaala St. by the Hopaco Office Outlet (Map 7) Pyle Ne.- VAR /ST

• The following are either incorrectly sketched or lack sufficient information to determine; their
location:
L Kinoole St. by the Chevron Gas Station (Map 4), is this at the corner of Haili and Kinoole
Streets?
2. The intersection of Kinoole and Haili (Map 10) seems to be incorrectly drawn. At which
corner is the Sack N Save?
3. Keawe St. by the Unocal 76 (Map 14), is this at the corner of Haili and Keawe Streets?
• Because public sidewalks are being used, plans should be reviewed and approved by the State
Commission for Persons with Disabilities. However, the plans presented by the applicant are
probably insufficient for submission. It is not drawn to scale nor does it have any dimensions.
• The request does not seem to include all of the submissions/statements required by section 22-22
of the Hawaii County Code.
