Thank you for having Resolution No. 573-08 transmitted to our office, insofar as this resolution
primarily involves traffic congestion at the intersection of the Old Keaau-Pahoa Road and the
new Keaau-Pahoa Road or State Route 130 (SR 130).
The State Department of Transportation has recently formed the Quick Fix Task Force, which is
composed primarily of personnel from this department. This task force will be developing a list
of short-term improvements for SR 130, which will include the installation of crosswalks and
traffic signals, lowering the speed limit of this highway, and improving traffic flow at the Old
Keaau-Pahoa Road intersection. As funding becomes available, we assure you that many of
these improvements will be implemented. In addition, as stated in your Resolution, staff from
our Highways Division, Hawaii District Office will be contacting Mr. Ron Thiel, Head of the
County Department of Public Works, Traffic Division, in order to coordinate proposed
i:nprcvcments ir. the vicinity of the Old Keaau-Pahoa Road intersection.
In May 2008, we contacted Mr. Tim Rees in order to obtain copies of his recommendations for
the Old Keaau-Pahoa Road intersection. Mr. Rees has since phoned us and verbally provided us
with his proposals; however, we are currently awaiting his submittal of the diagrams and/or
mapping of these improvements.
