Traffic Impact
Enclosed is a copy of the traffic report that was done for the original 1-acre lot development.
The projected density at that time was 40 units on the entire 45 acre property.
The conclusion reached by the analysis was that the traffic generated would have a negligible
impact on the Volcano Highway in view of the proposed channelization. Our proposed project
would have a small increase in traffic. Using the same assumptions as the original report the
traffic which would be generated with the inclusion of the self help homes is shown on the
attached Figure 1.
Given the small increase it does not seem likely that the added traffic being routed through a
channelized intersection will have a significant effect.
Hawaii Island Community Development Corporation Background
The Hawaii Island Community Development Corporation (HICDC) was founded in 1986 but
became active in 1991 with the hiring of staff to undertake a self help housing program. The
initial formation of the 50l (C)(3) tax exempt corporation was at the initiative of the county who
believed that a nonprofit would have access to funds not otherwise available to the Big Island.
The primary purpose of HICDC is to assist in providing affordable housing for the low and very
low income families. This objective has been pursued principally as the development of mutual
self help housing. HICDC has begun a diversification with the development of the Hualalai
Elderly Housing Rental Project aimed at low income senior citizens in the Kona area and is
looking at the possibility of similar projects in other areas. HICDC's long term goals are to
continue being successful at providing affordable housing and to increase our production of
units.
To date, the HICDC Mutual Self Help Program has completed a total of 70 single family homes
with another 12 currently in construction in South Kohala. By the end of 1999 another 27 homes
should be completed for an accumulative total of 109 houses built since 1991.

TRAFFIC ANALYSIS STUDY REPORT
"KURTISTOWN HEIGHTS"
PURPOSE:
The purpose of this study is to comply With the following item
from the County of Hawaii, Planning Department's Februar;, 10, 1993
letter regarding Kurtistown Heights:
23. The subdivider shall contact the State Department
of Transportation to comply with the following
Ordinance 92-123 conditions:
a. Traffic Impact Analysis Report (T_?.R)
b. Channelization improvements at the
intersection of Hawaii Belt Road and South
Road.
Additionally, conditions stipulated by Ordinance 92-123
y (Ordinance) affecting traffic movements include:
(D) ...Access shall not be permitted directly onto the
Hawaii Belt Road and Huina Road. Access to the
proposed lots shall be via a 60-foot right-of-way
on the existing South Road right-of-way fronting
the property...
(G) Restrictive covenants in the deeds of all the
proposed lots shall prohibit the construction of a
second dwelling unit on each lot.
The State Department of Transportation, Highways Division in
Hilo, Hawaii, has indicated that in view of the scope of this
proposed subdivision development, the level of study involved in a
Traffic Impact Analysis Report (TIAR) will not be necessary.
Instead, a Traffic Analysis Study Report would satisfy their
requirements.
This report presents the results of a study conducted to
determine channelization improvements proposed to be provided on
Volcano Road at the South Road intersection. The study involved
evaluating traffic conditions due to the proposed development on
the local road system.
Kapoho Properties, Inc. (Owner) has previously indicated its
commitment to provide channelization improvements at the South Road
intersection with Volcano Road.

Along the 2-mile highway stretch between Keaau-Pahoa Road and
South Road, the rural agricultural area is sparsely populated with
local roads connecting to the highway. Keaau is = e near?st
centrally located town with schools and numerous serv_ce-oriented
businesses.
The unimproved portion of South Road extends over one (1) mile
from Volcano Road. About 500 feet of limited vehicular access is
now used by a South Road resident. Huina Road serves agricultural
farms and residents and provides access to the upper reaches of the
South Road.
TRAFFIC FORECASTS:
Traffic volume counts were taken on Tuesday, Ju'_y 13, 1993
during the morning and afternoon peak periods at the e:,-sting South
Road intersection for the proposed project. The results showed th-i
following peak hour volumes:

During both the morning and afternoon peak hours, there eras
only 1 car into and out of the South Road intersection.
Prior years peak traffic volume for "!lamalahoa Highway ar_
Keaau-Pahoa Road" is available for 1990 and 1992 from the State of
Hawaii, Department of Transportation, Highways Division (SHDCT).
Only Movement 3 (to Hilo) and Movement 7 (to Volcano) are used in
this study. These movements are located on the Volcano (south)
side of the signalized intersection.
A comparison of peak hour traffic volumes between SHDOT's 1.990
and 1992 and IEI's July 13, 1993 counts show morning and afternoon
peak hour volumes at the South Road intersection are substantially
lower than at the Keaau-Pahoa Road junction (see Table II).
SHDOT data show peak directional traffic growth rates at the
Keaau/Pahoa Road to be as shown below. These growth rates were
applied to the above mentioned 1993 existing South Road volumes t-)
obtain 1995 forecast volumes:

SOUTH ROAD & VOLCANO ROAD INTERSECTION CHANNELIZATION IMPROVEMENTS:
Due to the proposed project's negligible effect on Volcano
Road traffic flow conditions and volume, minimum acceptable level
of channelization improvements would satisfactorily maintain its
free-flowing characteristic. The schematic of proposed
channelization improvements is shown of Figure 2. Proposed
channelization improvements to include the following:
Left turn pocket with 50-foot storage (for cars) and
required taper length on Volcano Road for let: turn into
South Road.
Right lane straight.taper with 50-foot radius connection
on Volcano Road for right turn into South Road.
Stop controlled approach at South Road.
Channelization improvements to be provided at the South Road
and Volcano Road intersection will conform to the requirements of
~~~777 the AASHTO Standards (1990) and the Hawaii Statewide Uniform Design
Manual For Streets & Highways (October 1980).
T~ Channelization improvement detailed construction plans will. be
reviewed by the State of Hawaii, Department of Transportation,
Highways Division during the "Kurtistown Heights" subdivision
detailed construction plan review and approval process by all
concerned agencies.
