Dear Mr. Arakaki,
This letter isirequest to disapprove the above subject request
by the HICDC. I strongly oppose the rezoning for tI.e following
reasons:
1) !!.rtistown is a very small community with a unique charac-
teristic of being rural and spacious. It is a rural neighbor-
hood. This rural character should be kept. If the rezoning
is approved, who is to deny any other person who applies for
the same rezoning?
2) Another critical factor is the trafC.'.c on iiighway 11
through Kurtistown. Adding more homes will only add to the
already hazardous situation. Rlmost every home on Highway 11
in Kurtistown has a driveway which connects directly to high-
way 11. A detailed analysis should be .wade and improve::ients
should be made so traffic can flow s-noothly and safely.
3) ",inacement by exception - This ~'s a pet peeve of mine.
If this request is approved, .t is manaEement by exception.

is already zoned for one acre lots. weave the zoning as it
stands.
In September, Councilman John Sa.ntang,elo and other hey
-overnment officials involved with this project met with
members of the community at my residence to discuss the subject
request. Also attendinL were representatives from the '1ICDC.
The result iS the attached petition. A. great number of the
people who signed the petition are the "old timers" wl:o nor-
mally are not very vocal. You can say they are the silent
majority, but for this issue, they are not silent.

The petition was presented to the Hawaii County PlanninE;
Commission at their public hearing on September 18, 1998.
I, along; with some other persons presented our views to the
Commission at that meeting. However, the Commission voted
E to 2 in favor of recommending approval to the Hawaii
County Council.
Please do not label this as a "not in my backyard issue".
I would willingly support this request if the character of
the neighborhood is not altered and especially if the problem
of traffic safety is resolved. I feel that there should be
a thorough review a6d evaluation of the area before any
decision is made. Questions that should be answered would
be: What are the future plans for developing the entire area?
;Shat are the County plans for roads? What are the State plans
for Ilivhw.~y 11?
Any consideration you can give to disapprove the subject
request would not only be appreciated by rae, but by many
people who live in Kurtistown.

Dear Mr. Arakaki:
I happened to talk to Noboru Kon who mentioned discussing this
subject with you. On behalf of my parents and three children I
ask that you and the Council please be aware of and consider the
objections expressed in the attached letters which were submitted
to the Planning Commission during their deliberations. Despite
the many objections by area residents and two of the Commission
members, the Planning Commission should be sending this matter
to the Council with a favorable ruling for development. I presume
that the Planning Commission will be including copies of and summaries
of testimonies presented at the hearing. I feel a need to clarify
the interest of my children in this matter beyond their compassion
for their grandparents - they jointly own the 2.2 acres adjacent
to my parent's lot.

Dear Mr. Balog:
Please accept this letter as our written testimony objecting
to the proposed change of the State Land Use boundary amenament
request from Agriculture to Urban and the change of zone request
from Agricultural - 1 acre to Single - Family Residential 10,000
by HICDC for the subject property.
It is our belief that the present Agricultural - 1 acre zoning
granted to the current landowners a few years ago is appropriate
for this area. We strongly feel that approval of HICDC's proposed
land use amendment and change of zoning will be very detrimental
to the rural life style practiced and enjoyed by present area
residents like ourselves. This area is rural - NOT URBAN.
While the intent of HICDC's proposal may have some merit, the
project does not belcng in this area.
