RESOLUTION NO. '735 0~
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, on Apri19, 1986, under former Mayor Dante Carpenter, the Hawaii
County Council approved a sister city resolution between Nago City, Okinawa, and Hawaii
County; and
WHEREAS, on June 13, 1986, a delegation from Hilo attended the sister city acceptance
ceremony in Nago City; and
WHEREAS, the group's visit included participation in an open-ocean "haari" (dragon
boat race) race; and
WHEREAS, in 1988, state-wide planning began to commemorate the 90~h anniversazy of
Okinawan immigration to Hawaii, and it was decided that Hilo would host a haazi festival
because of its close sister city relationship with Nago City; and
WHEREAS, in 1989 a group of emissaries from Hawaii County went to Nago City to
ask former Mayor Tetsuya Higa to donate three "sabani" (wooden fishing boats) for the haazi
festival; and
WHEREAS, former Mayor Tetsuya Higa consented and commissioned a master boat
builder to construct the sabani; and
WHEREAS, on January 10, 1990, former Mayor Higa arrived in Hilo to formally
present the three boats to former Mayor Bernazd Akana of the County of Hawaii; and
WHEREAS, on August 18, 1990, Hui Okinawa sponsored the first haazi boat races using
the new sabani; and
WHEREAS, former Mayor Higa sent his championship teams along with talented youth
sanshin and koto performers to celebrate the cultural event and strengthen our sister city bond
with Nago City; and
WHEREAS, since that inaugural event, the Hui Okinawa Haari Boat Race Festival has
been held in 1991, 1994, 1995, 1999, 2000, 2002 and 2008, bringing international teams and
visitors to Hilo to compete and celebrate the cultural event; and
WHEREAS, in 2001, a delegation consisting of over 30 paddlers, their chaperones,
family and friends, other community members accompanied former Hawaii Council Chair
James Arakaki to Okinawa to participate in the 2001 Nago City Haazi Festival; and
WHEREAS, the former Nago City's Mayor Tateo Kishimoto welcomed the Hilo
delegation and hosted the entire group during its weeklong stay; and
WHEREAS, to commemorate the 2008 Hui Okinawa Haari Boat Race Festival, the
current mayor of Nago City, Mayor Yoshikazu Shimabukuro, brought his championship haazi
team to Hilo to compete in the race; and
WHEREAS, former Mayor Tetsuya Higa, now Chairman of the Board of Meio
University (which enjoys asister-university relationship with the University of Hawaii at Hilo)
sent his Eisa (Okinawan dance) group of talented youth who play sanshin, taiko and pazanku
drums to celebrate the cultural event and strengthen our sister city bond with Nago City; and
WHEREAS, to show our deep appreciation to Nago City and its current and former
mayors for all they have done for our county, Mayor Harry Kim and the Hawaii County Council
hosted Mayor Shimabukuro and his delegation to a dinner during their recent visit; and
WHEREAS, the budget for the Office of the Mayor did not anticipate the function, and
is lacking the necessary funding; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Office of the Mayor to support hosting the sister city relationship with Nago City; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Dii°ector of Finance and the Mayor, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
