Your Committee on Finance, to which was referred Resolution No. 711-08, reports as follows:
Resolution No. 711-08, transmitted by Director of Finance William Takaba, via Communication No. 1358,
dated July 24, 2008, creates positions through County funds, to enable the Office of Aging to better utilize the
Federal funds towards services for the elderly and their caregivers.
The Aging and Disability Resource Center (ADRC) will soon be opening up on the Big Island of Hawaii,
which will be a one-stop resource center that will provide information and assistance services to older adults
and caregivers. At present, two contractual positions, a Caregiver Information & Assistance Specialist (SR-22)
and a Data Processing Clerk (SR-10), that were hired to assist with the ADRC, by the Hawaii County Office of
Aging. These positions, funded by Federal monies, are essential to the success and effectiveness of the ADRC.
Creating these positions through County funds will enable the Office of Aging to better utilize the federal funds
toward services for the elderly and their caregivers.
Alan Parker, Director of Office of Aging stated to Your Committee that the request for this measure was made
by the Mayor's office.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, states that the Mayor has the power to "Create
positions... for which appropriations have been made by the Council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 711-08, and
recommends its adoption.
