Your Committee on Finance, to which was referred Bill No. 338, reports as follows:
Bill No. 338, transmitted by Director of Finance William Takaba, via Communication No. 1362, dated
July 24, 2008, amends Ordinance No. 08-78, as amended, the Operating Budget, ending June 30, 2009. The
amendment is as follows:

The Hawaii Community Foundation is providing additional funding in the amount of $116,400, as part of its
Community Oriented Policing Services Grant, to the Hawaii County Police Department. These funds are
derived from the U. S. Department of Justice, Community Oriented Policing federal grant program, which will
be used to purchase needed equipment, and to train officers to better assist the department in its current "war"
against the ice epidemic. (This additional funding supplements a previous grant appropriation in the FY 2006-
2007 Operating Budget.)
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor
is hereby authorized to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 338, and recommends it pass
first reading.
