Your Committee on Finance, to which was referred Bill No. 339, reports as follows:
Bill No. 339, transmitted by Director of Finance William Takaba, via Communication No. 1363, dated July 24,
2008, amends Ordinance No. 08-78, as amended, the Operating Budget, ending June 30, 2009. The amendment
is as follows:

These funds from the State of Hawaii Department of the Attorney General's Crime Prevention and Justice
Assistance Division is providing an additional funding of $6,000 to the Hawaii County Police Department's
Sexual Assault Forensic Examiner (SAFE) Standby Pay grant. The grant's goal is to improve the department's
ability to respond to violent sex crimes, physical abuse and crimes of violence against women, and the funds
will be used to compensate the SAFE nurses who are on standby status and waiting to conduct an examination
on victims of sexual assault, at any time of the day or week.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of
the powers granted by law to furnish, expend and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 339, and recommends it pass
first reading.
