Your Committee on Finance, to which was referred Bill No. 340, reports as follows:
Bill No. 340, transmitted by Director of Finance William Takaba, via Communication No. 1364, dated
July 24, 2008, amends Ordinance No. 08-78, as amended, the Operating Budget, ending June 30, 2009.
The amendment is as follows:

The State of Hawaii Department of the Attorney General's Crime Prevention and Justice Assistance Division is
providing an additional funding of $19,600 to the Hawaii County Police Department's Law Enforcement
Investigations Standby Pay Grant. The grant's goal is to improve the department's ability to respond to violent
crimes against women, and funds will be used to compensate the Juvenile Aid Section Detectives who are on
standby status, ensuring prompt responses to the victim(s) and the crime scene.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the Council
to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of
the powers granted by law to furnish, expend and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 340, and recommends it pass
first reading.
