The rectangular-shaped property, owned in fee by owners Kenneth K. Leong as "Crustee of the Kenneth K. Leong Revocable Trust, Jo Ann Beyer, Jerry Lin Jaruquin and Lee Ann L. Trujillo, is located on the west (makai) side of Mamalahoa Highway approximately 0.7 miles south of the Mamalahoa Highway- Palani Road intersection. The applicants are requesting the zoning change to subdivide the subject property into a total of 3 lots ranging in size from 1.35 to 1.50 acres. There is an existing home nn the property where Mr. Leong and his two daughters live. The applicant recently lost his wife and as part of his estate planning is desiring to create agricultural lots for hi, children. According to the General Plan Land Use Pattern Allocation Uuide (LUPAG) Map, the area is designated as Orchard. These rocky lands support the production of macadamia nuts, papaya, citrus and other similar agricultura] products. The U.S. Department of Agriculture Soil Conservation Service classifies the soil as Kona extremely rocky muck which consists of well drained, thin organic soils over pahoehoe lava bedrock. The surface layer is slightly acid. Permeability is rapid in the soil, and the water moves rapidly through the lava cracks. Runoff is medium, and the erosion hazard is slight. The soil is mostly used for pasture and watershed. Small areas are used for coffee and macadamia nuts. The Agricultural Lands of Importance to the State of Hawaii (ALISH) Map designates the land as "Unclassified". Soils within the subject property are classified as "C" or "Fair" for agricultural productivity by the Land Study Bureau. There are no rare, threatened or endangered species of either flora or fauna. The subject property is located within 'bone "X", which is outside the 500-year flood plain. PC-163 PC-163 Page 2 November 5. 1998 The surrounding area consists of a mixture of single-family residences and vacant lots. The zoning pattern in the vicinity is a mixture of Agricultural-I acre (A- I a) and Agricultural-5 acre (A-5). Access to the site is off Mamalahoa Highway, atwo-lane County roadway with a pavement width of 20 feet within a 40-foot right-of-way. All essential utilities and services are available to the subject property. The applicant proposes to use individual wastewater treatment systems meeting with the approval of the Department of Health for each of the newly created lots. Bill No. 331, Draft 2, which included the fair share contributions, was circulated and approved by Your Committee. Your Committee had some concerns about the increase in traffic with the construction of more homes in the area, but Your Committee was assured that there would be no additional impact on the traffic since the two daughters already live with Mr. Leong. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration to the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 331, Draft 2, and recommends it pass first reading.
