Yamashiro per Communication No. 1049, dated October 26, 1998, regarding the change of zone request by Mr. and Mrs. James William Cardin, at Kaloko, North Kona, Hawaii, TMK: 7-3-25:15, reports as follows: Bill No. 330 amends Section 25-8-2 (North and South Kona District Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 21.961 acres of land from an Agricultural (A-20a) to a Family Agricultural (FA-3a) zoned district. The rectangular-shaped property, owned in fee by James William Cardin and Sandra Lynette Cardin, is located in the Kaloko Mauka Subdivision on the north side of Kaloko Drive at approximately the 2,500 elevation. The applicants would like to subdivide the subject parcel into five lots ranging in size from 3.01 to 5.369 acres, and build a home on one of the parcels and offer the remaining four as family farms. The specific uses will be determined by the individual buyers and are expected to replicate those activities and uses of other nearby properties. The State Land Use and Kona Regional Plan designation for the parcel is agricultural. The General Plan LUPAG Map designates the parcel as Extensive Agricultural. The Agricultural Lands of Importance to the State of Hawaii (ALISH) System classifies the soils as "Unique Agricultural Land", which are lands that have the special combination of soil quality, location, growing season and moisture supply which is used to produce sustained high quality and/or high yields of a specific crop when treated and managed according to modern farming methods. Soils within the subject property are classified as Kiloa Extremely Stony Muck which consists of well- drained, thin, extremely stony organic soils over fragmental a'a lava. Permeability is rapid, runoff is very slow and the erosion hazard is slight. This soil is used for woodland and pasture. The Land Study Bureau classifies the soil as "E" (Very Poor) for agricultural productivity. The subject property is located within Zone "X", which is outside the 500-year flood plain. PC-162 PC-162 Page 2 November 5, 1998 The subject property is located below the recommended habitat for the 'alala. The parcel is heavily vegetated with ohia, tree fern and a variety of shrubs and non-native vegetation. Turkeys, hawks (I'o), Chinese pheasant and other forest birds inhabit the parcel. The Kaloko Mauka Subdivision extends from the 1,700 foot elevation to the 5,700 foot elevation of Hualalai. Between the 1,700 to 2,600 foot elevation, the lands are zoned A-3a and A-20a. At the 2,900 foot elevation, the lands are zoned A-Sa and A-20a. At the 3,000 to 4,200 foot elevation, lands are zoned A-7a, A-l0a and A-20a. Primary access to the subject property from Mamalahoa Highway is provided by Kaloko Drive, a County roadway, which has an 80-foot right-of-way with a 20-foot wide pavement and 8-foot wide grass shoulders. All essential utilities and services are available to the subject property. Bill No. 330, Draft 2, which includes the fair share contributions especially for the improvement of the Kaloko Drive / Mamalahoa Highway intersection, was circulated and approved by Your Committee. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 330, Draft 2 and recommends it pass first reading.
