Your Committee on Planning, to which was referred Resolution No. 344-98, transmitted by
Planning Director Virginia Goldstein per Communication No. 1045, dated October 23, 1998,
regarding the Hawaii Coastal Zone Management Program, reports as follows:
Resolution No. 344-98 authorizes the Mayor to enter into an agreement for services with the
Department of Business, Economic Development and Tourism (DBEDT), Office of Planning,
State of Hawaii, to implement the Hawaii Coastal Zone Management (CZM) Program. It also
authorizes the Mayor to enter in future agreements and any related documents since the County's
Planning Department receives funds from the DBEDT on an annual basis.
The funds provided by the Department of Business, Economic Development and Tourism, Office
of Planning, are derived from grants provided by the federal and state govemments. Pursuant to
Section 46-7, Hawaii Revised Statutes, the county departments are required to obtain the consent
of the County Council to enter into agreements with the federal or state governments.
Your Committee on Planning concurs with the intent and purpose of Resolution No. 344-98, and
recommends its adoption.
