Yamashiro per Communication No. 1012, dated September 29, 1998, regarding the change of zone request by Dr. Douglas H. Yamashita, at Waiakea, South Hilo, Hawaii, TMK: 2-2-23:09, reports as follows: Bill No. 309 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 29,720 square feet of land from a Single Family Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district. The triangular-shaped level property, owned in fee by Dr. Douglas H. Yamashita and Yu Jae Yamashita, is located on the northwest comer of the Kinoole and Lono Streets intersection, south of the Kinoole Medical Center and across from the Big Island Educational Federal Credit Union. The subject parcel is currently vacant since the previous dwelling on the property was demolished years ago. The applicant would like to construct none-story rectangular-shaped small medical office building consisting of 1,350 square feet, with 10 paved parking spaces, including one handicapped-accessible stall. The estimated cost of the structure is $375,000 and the detailed design will be worked out upon approval of this request. Construction will commence when the building permits are approved and should be completed in 8 months. The subject parcel is surrounded by right-of-ways on all sides. There is an abandoned 30-foot wide railroad right-of--way to the west (rear); l,ono Street's unimproved 60-foot right-of--way to the south; and Kinoole Street borders to the north. "1'he project site is situated within close proximity to schools, commercial areas, employment centers and public safety services. Adjacent surrounding lands are zoned RS-10 and CG-20 and includes single family dwellings and commercial establishments. The adjacent property to the south is the State of Hawaii Children's Advocacy Center of East Hawaii, further to the south is the Kinoole Medical building, across on Kinoole Street (east) is the Big Island FCU and behind the railroad right-of-way (west) is the Hilo Senior Center and Housing. The State Department of Agriculture's Agricultural lands of Importance to the State of Hawaii (ALISH) Map designates the land for Urban development. Soils within the subject property are classified as Olaa extremely stony silty clay loam with some Keaukaha extremely rocky muck. Keaukaha soils consists of strongly acid, well-drained and thin organic soils overlying pahoehoe lava bedrock. Permeability is rapid, runoff is medium, and erosion hazard is slight. Olaa soils consists of dark brown well-drained, extremely stony silty clay foams that are underlain by Aa lava. Permeability is rapid, runoff is slow, erosion hazard slight. PC- 153 PC-153 Page 2 October 20, 1998 There are no drainageways through the site. Shallow-type drywells with sufftcient depth, to avoid potentially high groundwater table, will be installed to handle the on site runoff. Since the property was improved previously, the likelihood of any archaeological features are remote. Landscaping plants are the only existing vegetation on the subject site. Although the applicant proposes access to the subject property from Kinoole Street, a 36-foot wide pavement within a 60-foot right-of--way with concrete curbs, gutters and sidewalks, the Department of Public Works recommends that no vehicular access be allowed from Kinoole Street. Public Works recommends access from Lono Street, a "paper road" which fronts the subject property, and recommends the Planning Department will establish the conditions for access and roadway improvements. Your Committee questioned the reasoning behind this recommendation from the Department of Public Works because they felt Lono Street should not be utilized as the access point, in order to preserve the privacy and confidentiality that is afforded the Children's Advocacy Center in the existing setting. "The subject property is located within Zone `X", which is outside the 500-year flood plain. All essential utilities and services are available to the subject property. Water is provided by an existing 8-inch waterline that fronts the subject property. The applicant will connect to an existing 10-inch sewer line which is located along Kinoole Street. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 309 and recommends it pass first reading.
