RESOLUTION NO. '746 O~
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO
A DESIGNATED FUND ACCOUNT(S)
WHEREAS, the Hawaii County Police Department, Peer Support Unit and Critical
Incident Response Team has requested funds to attend the International Critical Incident
Stress Foundation, Inc. (ICISF) conference that will be held at the Hilton Waikiki Prince
Kuhio Hotel, on September 25-28, 2008; and
WHEREAS, the conference is sponsored by the United States Coast Guazd, the
Honolulu Police Department, the Honolulu Emergency Medical Services (EMC) and the
Visitor Aloha Society of Hawaii (VASH); and
WHEREAS, the training that will be provided at the conference will be pertinent to
the Hawaii County Police Department's long term training goals for the Peer Support Unit
and Critical Incident Response Team; and
WHEREAS, Hawaii County Police Officers will be trained in individual crisis
intervention and peer support, advanced group crisis intervention, building skills for crisis
intervention teams, critical incident stress management (CISM) when disaster strikes (linking
emergency management with disaster management), managing school crises (from theory to
application), group crisis intervention, strategic response to crisis, line of duty death
(prepazing the best for the worst), domestic terrorism and weapons of mass destruction
(A CISM perspective), the changing face of crisis and disaster mental health, and
psychotraumatology for clinicians; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated
to the Hawaii Police Department for members of the Peer Support Unit and Critical Incident
Response Team to attend the International Critical Incident Stress Foundation, Inc. (ICISF)
Conference; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the following amount is hereby transferred/appropriated asset forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Chief of Police and the Director of Finance and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
