Your Committee on Finance, to which was referred Bill No. 348, reports as follows:.
Bill No. 348, transmitted by Director of Finance William Takaba, via Communication No. 1385, dated
August 6, 2008, amends Ordinance No. 08-78, as amended, the Operating Budget, ending June 30, 2009. The
amendment is as follows:

3308.28 Federal Grant - Kona Flood Study (FEMA) General $250,000

010.183.5183.26 Kona Flood Study (FEMA) General $250,000
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor
is hereby authorized to apply for, receive and expend the funds to update FEMA Floodplains in North Kona,
and do flood studies on five drainageways located in South Kona, described as follows: Waiaha Drainageway,
Splitflows & Tributaries; Horseshoe Bend Drainageway; Holualoa Drainageway; Unnamed Zone A
Drainageway (located between Holualoa and Kaumalumalu); and Kaumalumalu Drainageway & Tributaries.
Council Member Brenda Ford requested from Galen Kuba of Public Works, to update the charts regarding flood
hazard identification and to provide Council with a complete report summary as well as any other necessary
information.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 348, and recommends it pass
first reading.
