RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
YEAR AND OF MORE THAN ONE FISCAL YEAR FOR AMULTI-YEAR COST
SHARING AGREEMENT FOR A U.S. CORPS OF ENGINEERS FEASIBILITY
STUDY OF A NEW BOAT RAMP AT MAHUKONA IN NORTH KOHALA
WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other
obligation requiring payment of funds from the appropriations of a later fiscal year or more than one
fiscal year be approved by resolution; and
WHEREAS, the U.S. Army Corps of Engineers, after several years of preliminary study by the
Honolulu Area Office, has received permission to complete a feasibility study into the installation of a
new boat ramp at Mahukona in North Kohala; and
WHEREAS, this study, to be funded by federal and county monies, will determine if it is
feasible to construct a new boat ramp at Mahukona; and
WHEREAS, a new boat ramp would benefit the recreational and commercial fishermen from
North Kohala as they will no longer need to trailer their boats to Kawaihae in order to launch and fish
in the waters off North Kohala; and
WHEREAS, the County of Hawaii wishes to enter into amulti-year cost sharing agreement
with the U.S. Corps of Engineers for a feasibility study into the installation of a new boat ramp at
Mahukona in North Kohala.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII,
that the Mayor is hereby authorized to enter into amulti-year cost sharing agreement for the U.S.
Corps of Engineers Feasibility Study of a new boat ramp at Mahukona in North Kohala, and that
sufficient funds be budgeted in future fiscal years to cover the anticipated obligation of the County
under the terms of the agreement.
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Office of the Mayor and the Departments of Finance and Parks &
