RESOLUTION NO. '754 08
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S).
WHEREAS, the Hawaii County Mayor's Committee on Status of Women, in
conjunction with the Department of Education State Education Program, is planning a
conference to prevent teen dating violence, depression, and suicide in Kona; and
WHEREAS, 1 of 3 female high school students reports being physically abused or
sexually abused by a dating partner and over 40 percent of male and female high school students
surveyed had been victims of dating violence at least once; and
WHEREAS, violent relationships in adolescence can have serious ramifications for
victims, who are at higher risk for substance abuse, eating disorders, risky sexual behavior,
suicide, and adult re-victimization, and the severity of violence among intimate partners has been
shown to increase if the pattern was established in adolescence; and
WHEREAS, complications of untreated teen depressions are far-reaching and may effect
many aspects of a young person's life which include; school absenteeism and decreased
performance, strained relations with parents and siblings, withdrawal from peers leading to
reduced support systems, emotional distress, increased chance of smoking and excess alcohol
and drug use, and potential suicide; and
WHEREAS, clinical depression is a serious medical illness, which affects over 1 million
U.S. teenagers and most of the time their parents and other adults do not know they are
depressed; and
WHEREAS, Hawaii loses 128 lives to this tragedy each year (about one every three
days), and another 870 are hospitalized after attempting to take their own lives; and
WHEREAS, Nationwide, Hawaii had the second highest percent of youth who reported
that they "seriously considered attempting suicide" (nearly 20%), and had the second highest
percent of youth who reported "attempted suicide" among 39 states (13%); and
WHEREAS, suicide is the third leading cause of death in 15-19 year olds, and 90% of
teens who die by suicide have a treatable mental illness at the time of death, most often
depression; and
WHEREAS, the conference's target group for prevention of teen dating violence,
depression, and suicide will be students, teachers, advisors, and counselors from West Hawaii
high schools, and middle schools, which the primary conference speaker will be Dr. Jill Murray
from California; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Office of the Mayor to be used towards the Committee on Status of Women for Teen Dating
Violence, Depression, and Suicide Prevention conference; now, therefore,
BE iT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Mayor and the Director of Finance and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
