<br /> -..r <br /> REPORT OF THF, <br /> COMMITTEE ON PLANNING <br /> DATE: August 18, 1998 Re: C-937/Bill No. 278 <br /> PLACE: Councilroom <br /> TIME: 2:38 p.m. <br /> Chair and Members <br /> Hawaii County Counci] <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 278, transmitted by Mayor Stephen K. <br /> Yamashiro per Communication No. 937, dated July 29, 1998, regarding the deletion of the proposed <br /> Northern Komohana Street extension 80-foot right-of-way alignment at Piihonua and Puueo, South Kilo, <br /> I{awaii, TMK: 2-3-26: Portions of 2, 13,18, 19, 25, 34, 41, 43, 44, 45, 48, 49, and 50; and 2-6-8: <br /> Portions of 35 and 37, reports as follows: <br /> The County of Hawaii Planning Director initiated Bill No. 278 ro amend Section 25-8-33 (City of Hilo <br /> 'Lone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code by deleting the proposed <br /> 80-foot wide right-of--way primary arterial northern Komohana Street Extension (approximately 1,900 <br /> lineal feet) from the City of Hilo circulation pattern, from Wailuku Drive to and across a portion of land <br /> on Reeds Island and land on the Hamakua side of Wailuku River. <br /> F,xcept for the State owned properties and the C. Brewer lands, all but one of seven properties affected <br /> by the proposed right-of-way have been developed with residences. If this proposed Komohana <br /> Extension were to he executed, it will require acquisition condemnation and relocation of several <br /> existing dwellings and/or families at au estimated cost of $ L4 million, and $20-35 million for the <br /> roadway and bridge construction. The cost-benefit and public benefit analysis would probably conclude <br /> that this right-ot=way project would be a very low priority item for the County of Hawaii. Also, private <br /> property owners, who have not been able to develop their land to the fullest extent possible because of <br /> the right-of--way restrictions, will now be able to do so. <br /> Your Committee concurs with the favorable recommendations of the Planning Director and the Planning <br /> Commission that: <br /> L The deletion of the right-of-way would not conflict with the General Ylan <br /> Transportation Element: and <br /> 2.
