'7.ri£3 i)t3 A RESOLUTION REQUESTING THAT THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT INVESTIGATE THE FEASIBILITY OF INSTALLING A PHOTOVOLTAIC SYSTEM AT ONE OR MORE WASTEWATER TREATMENT PLANTS IN THE COUNTY. WHEREAS, the Hawaii County Council acknowledges that county government should lead by example in the effort to reduce Hawaii Island's dependence on fossil fuels and other imported resources for electrical energy; and WHEREAS, the Hawaii County Energy Sustainability Plan dated October 3, 2007, specifically recommends that the County increase its photovoltaic power generation by 110% per year in order to meet the energy efficiency and renewable energy goals tazgeted in the plan; and WHEREAS, according to the Energy Plan, the County's wastewater treatment plants are among the largest consumers of electrical energy on the island; and WHEREAS, the County's wastewater treatment plants do not currently produce any energy onsite to offset their large load demand; and WHEREAS, according to the Hawaii County Energy Sustainability Plan, the County can realize both financial savings and a countywide reduction in the use of fossil fuel by implementing the Plan's recommendation to aggressively apply solar technology at its public facilities, such as its wastewater treatment plants; and WHEREAS, the Hawaii County Energy Sustainability Plan further recommends that rather than purchasing and installing the solaz systems, the County would save money by issuing a request for proposals for a private sector investor to buy, install, manage the systems, and sell the solar-generated electricity back to the County at an agreed to fixed price; and WHEREAS, Hawai`i's high electricity rates, generous private sector rebates and tax incentives, and year-round solar exposure create an ideal environment for a private sector managed installation of solar systems at public facilities, such as wastewater treatment plants; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, by March 1, 2009, the Department of Environmental Management should investigate the feasibility of installing a solar system designed to handle the energy demands for one or more of its wastewater treatment facilities; such analysis should determine the size and type of solar system to be installed, recommended locations for such installation, and a financial analysis for determining the value of the County's investment in said system. :, ~ i • BE IT FURTHER RESOLVED that the Director of the Department of Environmental Management present the results of the feasibility analysis to the council by May 1, 2009. BE IT FURTHER RESOLVED that, should installation of such a solaz system prove to be a sensible investment, the Department of Environmental Management should by July 1, 2009, consider issuing a request for proposals for a private sector investor to buy, install, and manage said system. BE IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of this resolution to the Honorable Mayor Harry Kim and to the Director of the Department of Environmental Management.
