RESOLUTION NO. 76~. 08
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT '
AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT(S)
WHEREAS, water is a unique and primary resource for societies and economies, playing
a crucial role, from usage for our agricultural and residential lands to the dilution and evacuation
of soiled wastewater; and
WHEREAS, water availability for these and other purposes can be a challenge,
especially in the face of increased residential and commercial growth, the need for expanded
local agriculture production, and the disruptions created by earthquakes and flood/drought
cycles; and .
WHEREAS, to support the Hawaii Island's desire to take the lead in greater self-
sufficiency in terms of energy and food production, a thorough understanding of the current
systems and entities that affect water release, water usage, and water regeneration is essential;, ~
and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to,
the Department of Research and Development to be used to support the Kohala Center program
that will analyze the feasibility of lazge-scale wastewater reuse, develop a supplementary energy
analysis for the Water Use and Development Plan, and investigate in more detail the connections
between food, energy, and water, in order to inform the County's current and future policy
makers about the most sustainable and robust development strategies; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution
to the Director of Research and Development and the Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
