Your Committee on Planning, to which was referred Bill No. 234, transmitted jointly with Bill
No. 235 by Mayor Stephen K. Yamashiro per Communication No. 826, dated Apri124, 1998,
regazding the State Land Use Boundary Amendment request by Robert S. Nackowski at Puaa
2nd, North Kona, Hawaii, TMK: 7-5-10: Por. 4, reports as follows:
Bill No. 234 amends the State Land Use Boundaries Map, H-7 by changing the District
Classification for approximately 14.989 acres of land from an Agricultural to a Rural zoned
district.
The subject property is located on the west side ofHienaloli-Kahului Road, approximately 1,500
feet north of the intersection with Hualalai Road and adjacent and north of the Hualalai Colony
Subdivision. Access to the subject property will be provided by Hienaloli-Kahului Road, atwo-
lane County roadway, which has a pavement width of 20 feet within a 40-50 foot right-of--way.
The subject property, owned in fee by Koski Enterprises, Inc., is rectangulaz in shape, vacant of
any structures, and is presently used for cattle grazing. The applicant is requesting the land use
changes to allow the development of 15 residential-agricultural lots ranging in size from a half
acre to one acre on 14.989 acres of a 56.902 acre parcel. The remaining 42.9+ acres would be
retained by the applicant in the agricultural zoned district and continue to be used for cattle
grazing. Access to the larger lot would be through the proposed subdivision road.
The previous landowner intended to subdivide the entire pazcel into ten 5+-acre lots.
Subdivision Application No. 89-142 received tentative subdivision approval, and construction
plans were prepazed and approved by the County in 1994. The subdivision application is
pending final subdivision approval.
The applicant, who recently acquired the property, believes that creating half acre to one-acre lots
in this azea would better serve the community's housing and land needs.
The project site is designated as Urban Expansion, which allows for a mix of high density,
medium density, low density, industrial and/or open designations in azeas where new settlements
may be desirable, but where the specific settlement pattern and mix of uses have not been
determined.
The surrounding azea consists of a mixture ofsingle-family residences and vacant lots. The
zoning pattern in the vicinity is a mixture of Agricultural-1 acre (A-1 a) to the east,

Agricultural-5 acres (A-Sa) and Single Family Residential (RS-15) immediately adjacent to the
north and south. The subject pazcel is situated adjacent to and north of the Hualalai Colony
Subdivision which consists of 50-15,000 square foot lots. This subdivision is in the State Land
Use Urban District and the County's Single Family Residential-15,000 squaze foot (RS-15)
zoned district. Kailua View Estates and Kona Heights Subdivisions aze located further to the
north and zoned RS-15. Lands further to the west on the makai side of Queen Ka'ahumanu
Highway are zoned Multiple Family Residential (RM-4).
Your Committee concurs with the Planning Commission that a rural classification would
complement the existing and future residential land use patterns of the surrounding properties in
view of the surrounding properties and permissible uses.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 234, and
recommends it pass first reading.
