No. 269-98 <br /> PLACE: Councilroom <br /> TIME: 8:37 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Resolution No. 269-98, transmitted by <br /> Councilmember Curtis Tyler per Communication No. 839, dated May 5, 1998, regazding the <br /> development of Ka'apuni O'Hawai'i Pathway, reports as follows: <br /> Resolution No. 269-98 supports the development of Ka'apuni O'Hawai'i Pathway (Pathway) <br /> which is a trail system that circles the Island of Hawaii. <br /> The proposed Pathway will link ninety percent of the communities on the Island of Hawaii in a <br /> network of multi-use trails, paved and dedicated roadways, shoulders, and shared-use routes <br /> along roadways with low volume traffic. <br /> The Peoples Advocacy for Trails Hawaii (PATH) has completed the first section of the trail and <br /> is working with the Department of Public Works to maintain it. The pre-existing section of the <br /> trail already experiences high use and the completion of the trail is anticipated to increase the <br /> opportunity for community activities and fundraisers with activities such as walk-a-thons and <br /> bike-a-thons along the route. <br /> The development of this Pathway will be in line with the President's Council on Sustainable <br /> Development that "by the yeaz 2000, hundreds of communities across America could shaze in <br /> more than $6 billion in economic benefits azising from the fast-growing network of multi-use <br /> trails that aze now spanning the nation." <br /> PATH representative, Ann Petersen stated that they aze currently working to identify the <br /> alignment of the Waimea trails. Once the potential route and alignment are identified, they will <br /> develop the trails as funding becomes available through grants, donations, etc. <br /> Your Committee was informed that the Pathway will attempt to go through County and State <br /> property and not private property. Your Committee was assured that proper signage for the trails <br /> would be available to designate the State and County lands. <br /> PC Report 110 <br /> <br />
