Manalili per Communication No. 535, dated August 3, 1943, regazding the change of zone request by Dennis K. Kauinui at Keaau, Puna, Hawaii, TMK: 1-6-141:10, reports as follows: Bill No. 126 amends Section 25-103 (Puna District Zone Map), Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification from an Agricultural (A-20a) to an Agricultural (A-la) zoned district. The applicant originally submitted his application in 1993 to rezone the subject property from A- 20 to A-la. An unfavorable recommendation was forwazded by the Planning Commission to the County Council due to inadequate access. The applicant would have had to resurface and widen the pavement of the private roadway to accommodate the proposed subdivision which was not feasible at the time. Also, at that time, the applicant had not secured permission from adjacent landowners to improve the road, prior to the Planning Commission's public hearing. This application was recently returned to the Planning Commission from the County Council for updated information and comments from appropriate agencies. Since the original submittal, a new Zoning Code has been adopted and there is no longer an A-la designation. The applicant has revised his request to Family Agricultural (FA-la) and would still like to subdivide the subject property into four parcels. Letters to landowners in the azea indicated that a majority of landowners in the area had no objections to improving the roadway. The Planning Commission submitted replacement Bill No. 218 via Communication No. 794 on Apri18, 1998.
